For creation of a digital compendium (film) and process documentation on partnership with Rajasthan Police Academy

 

1. Background and Rationale:

CECOEDECON with support of UNFPA (United Nations Population Fund) is implementing project “SWABHIMAAN” in Rajasthan with an aim to advance Sexual and Reproductive Health and Rights while adopting human right based, gender transformative and evidence-informed approach with a focus on young people representing marginalized and vulnerable section of the society. Addressing Gender based violence and harmful practices is one of the key objectives of the project.

 

Gender Based Violence (GBV) is one of the most pervasive human rights violations and restricts the achievement of the 17 Sustainable Development Goals (SDGs) especially the SDG 5 on gender equality. Gender-based violence encompasses but is not limited to physical, sexual, and psychological violence directed against a person on the basis of their gender. To strengthen the response to GBV, it is very important to work with legal-enforcement agencies and to strengthen the coordinated response to GBV.

 

In this context, UNFPA joined into a partnership with Rajasthan Police Academy (RPA) in June 2023 on gender responsive policing and coordinated response to gender-based Violence (GBV). CECOEDECON is the implementing partner of UNFPA in implementing key activities under the project. The partnership between UNFPA and RPA resulted in the establishment of a Gender Unit at RPA with the aim to strengthen police sector response to gender-based violence (GBV) and harmful practices (HP). In addition to this, various capacity building, knowledge management development, evidence-generation, advocacy and convergence related initiatives have been undertaken. 

 

To showcase the whole journey of this partnership along with the key outcomes and changes that are occurring because of the initiatives taken under this partnership, the development of a documentation package that includes video along with a process documentation is proposed.  

 

2. Title of the assignment: 

‘Development of documentation package (video and process documentation) to holistically document the journey and outcomes of the partnership between Rajasthan Police Academy and UNFPA on promoting gender-responsive policing and multi-sectoral coordination on addressing gender-based violence (GBV) and harmful practices’ 

 

3. Objective: 

To develop a documentation package that includes video and a four-page process document to capture the journey, processes, outcomes and insights from the work on gender-responsive policing and coordinated response to Gender-based Violence (GBV) done by UNFPA  in partnership with Rajasthan Police Academy (RPA)

 

The specific objectives of the documentation package  will be to:

  • Showcase the entire journey and key interventions undertaken since the start of the partnership between UNFPA and Rajasthan Police Academy (RPA).
  • To showcase the changes that are occurring due to different initiatives undertaken in the partnership in the context of gender-responsive policing and a coordinated response to gender-based violence (GBV).
  • To highlight the importance of engaging with law enforcement agencies on gender issues and ensuring a coordinated response to gender-based violence.
  • To serve as an advocacy and knowledge product for replication and at-scale implementation. 

4.Scope of Work:  

The selected agency will be responsible for end-to-end production of the film as well as process documentation. The documentation package will include:

  • A film of 3 to 4 minutes capturing the engagement between UNFPA and RPA, and the changes and outcomes resulting from the initiative (in English as well as Hindi language).
  • A one-minute advocacy video to be culled out from the bigger video, highlighting the intervention and its need for social media in a 9:16 ratio (in English as well as Hindi language, preferably in REEL format).
  • The film should capture anecdotal evidence of positive changes, interviews with senior officials, and activities, including real-time activities. Additional interactive tools to enhance the engagement of the digital documentation.
  • A four-page process documentation (in English as well as Hindi language) capturing the engagement and outcomes of the intervention. The documentation should also capture two to three stories of change, quotes from stakeholders/target groups, good-quality photographs, and other engaging elements that showcase the changes that the intervention is contributing to in terms of strengthening gender-responsive policing and a coordinated response to gender-based violence and harmful practices.
  • The scope of the work will include but not limited to the following  :
  • Develop a framework/outline for the documentation package (film and process documentation) and finalize it in consultation with CECOEDECON and UNFPA.
  • For the 3–4 minute film, develop a storyboard and script to capture the journey and results of the intervention undertaken by UNFPA in collaboration with RPA on gender-responsive policing and a coordinated response to GBV and harmful practices. Adopt a rights-based lens while developing the script.
  • Finalize the script of the video by incorporating all rounds of feedback from CECOEDECON, UNFPA, and RPA. Finalize the parts to be used from the larger video for shaping the one-minute advocacy video that can also be showcased as reel.
  • For both the film and process documentation, in consultation with CECOEDECON and UNFPA, conduct a location-wise mapping of different activities, stories of change, and results that need to be documented. Map different stakeholders, including senior officials and target groups, for interviews and quotes.
  • Prepare a detailed plan, including timelines and an interview/shooting schedule.
  • In coordination with CECOEDECON, obtain necessary permissions and consent for filming and capturing stories of change.
  • Undertake field visits to selected project locations (Jaipur, Jodhpur, and Sawai Madhopur) for conducting interviews with officials and other stakeholders, as well as capturing activities. The visits in Jaipur and Jodhpur will be based more at the headquarters level, while the visit to Sawai Madhopur will also cover one panchayat.
  • Capture high-quality video footage, interviews, and develop supporting visuals.
  • Edit the film into a cohesive narrative (suggested duration: 3 to 4 minutes).
  • Cull out an advocacy video of around 1 minute from the larger video for social media in a 9:16 ratio  (preferably in REEL format).
  • Share both videos and the four-page process documentation with CECOEDECON for feedback.
  • Integrate feedback received from CECOEDECON, RPA, and UNFPA to finalize the products. Please note that the feedback may require multiple rounds until the desired products are achieved. 

5. Deliverables:

The agency is expected to deliver the following products in final shape after incorporating all feedback from CECODEDECON, UNFPA and RPA:

  • Inception report including concept note, storyline, and plan of developing the products.
  • A film of 3 to 4 minutes capturing the engagement between UNFPA and RPA, and the changes and outcomes resulting from the initiative in context to gender-responsive policing and coordinated response to GBV and harmful practices.
  • A one-minute advocacy video that can also be showcased as reel (for social media in a 9:16 ratio) to be culled out from the bigger video, highlighting the intervention and its need.
  • A four-page process documentation capturing the engagement, outcomes of the intervention including some stories of change and good photographs. 
  • Please note that all products are required in Hindi as well as English languages.
  • Raw and editable files of all products to be shared.  

6. Timeline: Total 6 months

  • Inception report, including the framework/outline of the products, to be submitted within one month of taking up the assignment.
  • The script of the video, list of officials and stakeholders for interviews/quotes, as well as the list of key activities for video documentation, to be shared by the end of the second month.
  • Finalize script after incorporating feedback and Capture videos, interviews, photos, bytes, activities, and stories of change, and submit the products by the end of the fourth month.
  • Finalize the products in consultation with CECOEDECON, UNFPA, and RPA, and submit the required products mentioned in the deliverables by the end of six months. 

7. Intellectual Property  

  • All information pertaining to this project belonging to the client, which the service provider may come into contact with in the performance of his/her, duties under this consultancy shall remain the property of the CECOEDECON/UNFPA who shall have exclusive rights over their use.  
  • Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of the UNFPA/CECOEDECON. 

8. Qualifications and Experience:

The agency/expert should possess:

  • The agency should be a Registered production house/firm with at least 5-7 years of experience in the area of documentation, developing success stories, human interest stories, film production.
  • Proven experience in producing documentaries/videos for government, development sector, UN or other international organizations.
  • Demonstrated experience in storytelling on social issues, preferably gender, governance, or law enforcement in accessible and engaging formats (text, video, visual), preferably in gender-focused contexts with rights based and inclusive approach.
  • Strong portfolio of similar documentary films created and process documentation developed (samples to be provided)
  • Ability to operate under strict time limits and apply high production and technical standards for the purpose of maintaining a high level of professionalism. 

9.Duration and Timeline: Six months

The consultancy is expected to last for a period of six  months, commencing the date of signing the contract. The consultant/agency is expected to adhere to the agreed-upon work plan and deliverables timeline.
