Programme Officer-Partnership and Empowerment

The Position
The Programme Officer(PO)-Partnership and Empowerment will provide technical assistance to the Rajasthan Police Academy, on gender issues, with special focus on gender-based violence. The candidate will work on integrating issues related to gender in the police department. The PO will also provide support in the development of training modules/manuals on issues and legislations related to gender, gender based violence, gender responsive police services and facilitate such training in the police academy.

Organizational Setting

Gender-based violence is considered a global epidemic that endangers the life trajectories of women and girls in multiple ways. Gender Based Violence is a serious public health concern that impedes the crucial role of women and girls in development (UNFPA). It not only constitutes an affront to the human rights of women and girls and to the achievement of internationally agreed-upon goals and commitments but directly affects sexual and reproductive health (SRH) outcomes. It restricts women and girls in realizing their rights and opportunities. It also affects their social, political and economic opportunities

Keeping this in view CECOEDECON, with technical and financial support of UNFPA is implementing a program to strengthen the Multi-Sectoral Response to Gender-based Violence (GBV).

The programme is being implemented under partnership betweenthe Rajasthan Police Academy and UNFPA towards strengthening gender-responsive policing as well as multi-sectoral response to GBV. CECOEDECON is the implementing partner of UNFPA for this initiative.

About the role

The Programme Officer-Partnership and Empowerment will be posted at Rajasthan Police Academy(RPA)and will work in close coordination with CECOEDECON and UNFPA State office.S/he will work on integrating gender issues and gender-responsive policing within the curricula of police training. The work will also be on facilitating coordination and technical work with Police Head Quarters in Jaipur as well as other line departments for the work on coordinated response to gender based violence and harmful practices such as child marriage.

The position will encompass technical assistance, planning programming, and coordination with key departments in coordination with UNFPA and CECOEDECON.

Main Tasks & Responsibilities
The consultant will be responsible for the following tasks:

• Map the existing training modules/courses of Rajasthan Police Academy to identify gaps in terms of gender responsive policing.
• Identify priority areas in coordination with Rajasthan Police Academy and UNFPA for capacity building of Police officers and different cadre in the police department around issues related togender, gender responsive police services and response to violence and harmful practices against women and girls.
• Support in developing gender-responsive training curriculums/modules for different cadres in the police department that address the needs of women, girls, and marginalized groups.
• Provide technical support to the RPA in integrating gender responsive policing trainings in the curriculum of RPA and other police training centres in Rajasthan. Also provide technical and coordination support in developing cadre of master trainers in Rajasthan in police department on this issue.
• Provide technical support in facilitating multi-sectoral response to GBV and child marriage.Coordinate with Home department, police academy, Health department, Women and Child Development Department, Child Rights, Legal Services Authorities and other key departments to facilitate the work on multi-sectoral response to GBV and harmful practices.
• Provide support regarding approval and implementation of Standard Operating Protocols on multi-sectoral response to GBV and harmful practices.
• Develop a monitoring and evaluation framework to assess the impact of the training programs on the gender responsive policing.
• Provide technical support in evidence generation on knowledge , attitude and practices of police and other stakeholders on gender issues and gender sensitive response to GBV and harmful practices.
• Provide technical support in developing knowledge management products on issues related to gender responsive police services and multi-sectoral coordinated response to GBV and harmful practices.
• Coordinate with RPA< UNFPA, CECOEDECON, and other concerned stakeholders for digitalization of module on gender-responsive policing and its hosting on I-GOT platform.
• Ensure appropriate contextualization of new ideas, best practices, and scientific evidence in the field of gender equality
• Apply rights-based, survivor-cantered approach, gender-responsive and inclusive, and results-based approaches to programme design, implementation and reporting
• Provide technical and coordination support for implementation of the annual workplans of CECOEDECON on related issues. Coordinate with RPA and facilitate approvals from RPA/PHQ on the workplan related activities.
• Provide regular updates and reports to the CECEDECON, UNFPA Rajasthan State Office and Rajasthan Police Academy on progress and outcomes related to the objectives outlined in this scope of work
• Capture and document stories of change and support in process documentation of the work of CECOEDECON and UNFPA with RPA under this initiative.


Deliverables
The consultant will deliver the following:
• A physical module on gender responsive policing finalized and integrated in RPA and other police training centres in the state. Master trainers in Police department capacitated to take forward these trainings.
• Standard Operating Protocols on coordinated response to GBV and harmful practices approved by line departments, issued in the state and roll-out initiated.
• Knowledge management products developed on issues and legislations related to gender/ gender responsive police services/ police response to VAWG.
• Evidence generation piece developed to assess the positive change from different interventions undertaken in this initiative.
• Reports on workshops, events and trainings.
• A document on success stories.
• Comprehensive monthly, quarterly and annual progress reports

Qualifications, Experience and Competencies

Education
• Advanced degree in Law and Human Rights, Psychology, Social Work, Gender Studies, public policy, Sociology, Development Management, or related disciplines.

Knowledge and Experience
• Five years of increasingly responsible professional experience in managing development programmes with a focus on gender and trainings.
• Demonstrable technical expertise in civic engagement, gender equality and gender-based violence, including training and capacity building;
• Understanding of programmes and issues related to gender-based violence, child marriage, and gender-biased sex selection highly desirable;
• Strong understanding of reproductive rights and gender equality dimensions in policy and programme formulation, implementation and monitoring;
• Experience of working with government departments, UN agencies, development partners.
• Brilliant training, communication and writing skills.
• Excellent analytical and writing skills;
• Proven experience in coordinating/managing a multi-disciplinary team of experts and consultants including experience working with the government and institutions.
• Ability to communicate technical and/or complex issues in a clear and articulated manner, to different types and non-technical audiences;
• Demonstrated ability to network and build partnerships with government, civil society and relevant stakeholders; and
• Possess excellent emotional intelligence, interpersonal, negotiating, intercultural communication skills and political acumen;

Languages and other requirements
• Fluency in English and Hindi is mandatory.
• Willingness to travel around 5 days a month
