About Breakthrough:
Breakthrough works on culture change by shifting social norms that limit women and girls from reaching their full potential. We work with adolescents and young people aged 11-25 years aiming for an entire generation to shift and push for change.
Over the last 25 years, we have reached nearly 5.4 million adolescents in schools and communities. With more agency, better negotiation skills and aspiration, young people are calling out norms that hold them back, and are taking action, in the communities that Breakthrough works in. This gives hope that a more equal world is possible for future generations.
About the program
The Gender Norms Learning Agenda (GNLA) programme aims to positively impact this gender gap among 18-24 year olds to improve outcomes of importance. Specifically, Women’s Economic Empowerment (WEE) is an area of priority. It is a comprehensive 3-year initiative aimed at empowering young women in select districts of Uttar Pradesh, India (Maharajganj, Ghazipur along with 2 peri-urban blocks of Lucknow). Through a multi-pronged approach, the program seeks to address and transform societal norms that impact the aspirations, agency, and overall empowerment of young women. The strategic pathways involve leveraging media, community engagement, and direct involvement with young people to drive sustainable change.
Scope of work
Primary learning agenda: To accelerate the shift in norms that influence Women’s Economic Empowerment (WEE) through a model that reinforces a community-based intervention model with digital media targeting young women and key stakeholders who impact their lives.
Secondary learning agenda:
- Identify which specific digital interventions across stakeholders are most effective in changing attitudes and behaviours that ladder up to an improvement in WEE (i.e. what platforms work).
- How should these add-on digital interventions be designed in order to maximise/increase their likelihood of success (i.e. assess the optimal combination of stakeholders and messaging).
- Identify the most effective behavioural principles to design digital interventions to enable positive norm shift towards WEE.
