CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
Early Childhood Care and Education in Chhattisgarh is primarily implemented through the Integrated Child Development Services (ICDS) scheme under the Department of Women and Child Development (DWCD) and supported by the School Education Department for the 3–6 years age group. The National Education Policy (NEP) 2020 has further strengthened the integration of ECCE into the school education system, emphasizing a play-based, activity-oriented approach aligned with the National Curriculum Framework for Foundational Stage (NCF-FS).
The importance of ECCE for States like Chhattisgarh becomes even more pronounced given the demographic profile and socio-economic realities. As of May 2025, Chhattisgarh has a total of 52,510 Anganwadi centers, catering to 10,17,586 children (5,05,842 boys and 5,11,744 girls) in the 3–6 years age group. As per the 2024 status report, the state has 9,491 Balwadis with an enrolment of 68,787 children (34,201 boys and 35,391 girls). However, the presence of challenges such as low parental awareness, quality concerns in delivery, and limited inclusion of children with disabilities (CWSN) highlight gaps that need immediate policy and administrative attention.
