The Adolescent SRHR Health and Policy Technical Consultant will serve as a subject matter expert providing technical and policy support to strengthen adolescent health and SRHR programming in Jharkhand. The role involves supporting NHM’s RKSK initiatives, collaborating with state- and district-level government functionaries, and working closely with the Technical Support Unit (TSU) to enhance system responsiveness to adolescent health needs. The consultant will lead capacity-building, policy guidance, and evidence-based interventions aligned with national and state priorities.
This is a contractual position for one year, renewable annually based on performance, program needs, and funding availability.

Essential Qualifications: MBBS with MD in Community Medicine / Public Health OR Master’s in Public Health / Health Policy with demonstrated expertise in Adolescent Health and SRHR.
Essential Experience:
• 8–10 years of progressive experience in the public health sector, preferably in adolescent health, SRHR, or related health areas.
• Prior experience working as a Technical Consultant or Technical Expert with reputed public health organizations, development partners, or government agencies.
• Proven track record of working with State and National Health Missions, providing technical support and policy guidance on adolescent health programs (e.g., RKSK, RMNCH+A, or related initiatives).
• Hands-on experience in designing, facilitating, and conducting trainings for public health professionals and frontline health workers.
• Demonstrated ability in program implementation, monitoring, and system strengthening at state or district levels.
• Experience in working with technical agencies such as WHO, UNICEF, USAID, UNFPA, or other bilateral/multilateral partners will be an advantage.
• Strong analytical, coordination, and documentation skills with the ability to translate technical concepts into actionable strategies.

• Strong undertsanding in adolescent health, SRHR, and public health systems.
• Demonstrated experience of working with state-level government officials, particularly NHM and related departments.
• Proven ability to design and facilitate capacity-building programs for health and allied cadres.
• Strong analytical, documentation, and reporting skills.
• Effective communication and coordination with multiple stakeholders and government institutions.
• Excellent written and verbal communication skills in English and Hindi; proficiency in the local language preferred.
• Familiarity with RKSK, RMNCH+A, and related public health frameworks.
• Ability to work independently and collaboratively in a multi-stakeholder environment.
• Willingness to travel frequently within the state and work in field settings.
Key Roles/Responsibilities:

• Provide strategic and technical guidance to support the State NHM and allied departments on adolescent health and SRHR policies, strategies, and operational frameworks.
• Support integration of SRHR priorities within existing adolescent public health platforms and health systems.
• Design, develop, and facilitate training curricula and modules for peer educators, and public health staff
• Provide technical assistance to state and district officials for effective planning, implementation, and monitoring of adolescent health programs.
• Build technical capacity of state and district teams to improve adolescent health program delivery.
• Strengthen convergence across departments to achieve holistic adolescent health outcomes.
• Liaise with government functionaries, development partners, and technical agencies for program alignment and coordination.
• Represent the organization in key technical committees, working groups, and review meetings.
• Develop research briefs, policy notes, and case studies to document innovations and learnings.
• Contribute to development of program indicators, dashboards, and reporting mechanisms.
• Support evidence-driven reviews and data-based program planning.
• Develop technical resources, knowledge products, and advocacy materials to enhance awareness and policy support for adolescent SRHR.
