Purpose of Job
The LME Lead will play a pivotal role in strengthening evidence-based decision-making and learning systems supporting NHM adolescent health programs, with a strong focus on tribal and marginalized populations. The role will lead capacity building and the institutionalization of LME frameworks to strengthen adolescent programs. The candidate will also play a key role in streamlining data processes to improve the quality, flow, and use of information for decision-making, enabling the generation of robust, context-specific evidence to inform program design and policy. Preference will be given to candidates with prior experience working in tribal geographies.

Reporting structure : Role directly reports to Co-Impact Project Lead
Essential Qualifications : Master’s degree in Epidemiology, Biostatistics, Public Health Development Studies, or Social Sciences.
Essential Experience
• 5–10 years of relevant experience in research, monitoring, evaluation, and learning, in public health.
• 5 years experience working with NHM with Strong understanding of Government data systems and processes. Added advantage, if worked in adolescent health programs.
• Experience in designing and conducting large scale research and evaluation studies
• Demonstrated ability to generate policy-relevant evidence and translate research into actionable recommendations.
Essential Skills
• Expertise in monitoring, evaluation, and learning (MEL) frameworks, with strong skills in quantitative and qualitative research methods and statistical analysis tools (e.g., STATA, R, NVivo).
• Proven ability to design, implement, and facilitate capacity-building initiatives for government staff and field teams
• Experience engaging with state-level government officials, particularly NHM and related departments, to improve data systems, reporting, and evidence use.
• Strong analytical, writing, documentation, and presentation skills, with the ability to synthesize complex data into actionable insights and policy recommendations.
• Excellent stakeholder engagement, coordination, and communication skills across government, community, and development partners.
• Good understanding of public health systems, program implementation, and government data reporting mechanisms, with the ability to work independently and collaboratively.
• Willingness to travel extensively within states and work in field settings to ensure hands-on MEL support and program monitoring.
Preferred
• Deep understanding of tribal social contexts, culture, and community dynamics, with experience applying these insights to public health programs.
• Demonstrated experience in systems strengthening / gender-sensitive health programs, with a commitment to equity and inclusion
Key Deliverables
Monitoring, Evaluation, and Learning (LME)
• Lead the work with NHM in supporting development and implementation of MEL frameworks, including indicators, data collection tools, and performance metrics for the adolescent health program
• Streamline data processes to enhance data quality, flow, and utilization for evidence-based decision-making.
• Conduct evaluations, assessments, and learning reviews to guide adaptive program management.
• Translate findings into actionable insights, policy briefs, and knowledge products for state and national dissemination.
Capacity Building and Systems Strengthening
• Build the capacity of NHM teams and partner staff on MEL processes, data analytics, and evidence use.
• Institutionalize MEL frameworks within RKSK and other adolescent programs to strengthen program planning and management.
• Facilitate workshops and trainings for government officials and community-level stakeholders on monitoring, evaluation, and learning practices
Research, Evidence, and Design Methodologies
• Lead Health Policy and Systems Research (HPSR) and implementation research to inform adolescent health interventions.
• Design and oversee research methodologies, study protocols, and evaluation frameworks aligned with program objectives.
• Develop theories of change, logic models, and measurement frameworks to assess program outcomes and system impact.
• Generate tribal-specific evidence to address inequities and strengthen adolescent health strategies under NHM and RKSK.
Partnerships and Stakeholder Engagement
• Collaborate with government counterparts, research institutions, and technical partners to strengthen data systems and evidence use.
• Support engagement with NHM teams at state and national levels to integrate learnings into policy and program planning.
• Represent the program in technical forums, workshops, and state-level review meetings.
