|
1. Role Purpose
The MEL Officer / Operations Head will be responsible for strengthening monitoring, reporting, field coordination, and overall program operations. The role will ensure that field activities are implemented on time, data is accurate, targets are regularly tracked, and program learnings are used for improving implementation.
2. Key Responsibilities A. Monitoring, Evaluation and Learning
- Develop and maintain monitoring formats, trackers, reporting templates, and field data systems.
- Track program indicators, activity targets, outreach, registrations, training, field visits, and beneficiary-level progress.
- Ensure timely collection, verification, cleaning, and compilation of field data.
- Conduct regular data quality checks and provide feedback to field teams.
- Prepare weekly, monthly, and need-based progress reports for internal review and donor/program reporting.
- Support documentation of case studies, success stories, field learnings, and best practices.
- Analyse field data to identify gaps, delays, trends, and areas needing improvement.
B. Operations and Field Management
- Prepare weekly and monthly field plans in coordination with the program team.
- Monitor day-to-day implementation of field activities across assigned locations.
- Ensure that planned activities are completed within timelines and as per agreed quality standards.
- Coordinate with field staff, community workers, vendors, partners, and local stakeholders.
- Support logistics planning for trainings, meetings, camps, field visits, and community-level activities.
- Identify operational bottlenecks and support timely resolution.
- Maintain proper records of attendance, activity reports, travel plans, meeting minutes, and documentation.
C. Team Coordination and Supervision
- Guide team members on data collection, reporting, community mobilization, and activity execution.
- Review daily/weekly updates from field teams and follow up on pending tasks.
- Support performance tracking of staff against assigned targets.
- Facilitate regular review meetings and prepare action points for follow-up.
- Ensure discipline, timely communication, and accountability within the organization.
D. Documentation and Compliance
- Ensure proper filing of program documents, beneficiary records, reports, photographs, consent forms, and attendance sheets.
- Maintain transparency and accuracy in all program and operational records.
- Support compliance with organizational policies, donor requirements, and audit needs.
- Ensure confidentiality and responsible use of beneficiary data.
3. Key Deliverables
- Weekly activity plan and progress tracker.
- Monthly MEL and operations report.
- Updated beneficiary/registration database.
- Data quality check reports.
- Field visit and monitoring reports.
- Case studies/success stories as required.
- Consolidated documentation for trainings, meetings, and community activities.
- Action Points based on report for organizational growth.
4. Required Qualifications
- Graduate or postgraduate degree in Rural Development, Social Work, Agriculture, Development Studies, Management, Statistics, or related field.
- 0-2 years of relevant experience in MEL, program operations, field coordination, or project management.
- Experience of working with NGOs, community-based programs, or rural development programs will be preferred.
5. Required Skills and Competencies
- Strong understanding of monitoring, data management, reporting, and field operations.
- Good command over MS Excel/Google Sheets; knowledge of MIS tools will be an advantage.
- Ability to analyse data and prepare clear reports.
- Strong coordination, follow-up, and team management skills.
- Good written and verbal communication skills in Hindi & English preferred.
- Ability to manage field pressure, deadlines, and multiple responsibilities.
- Willingness to travel within Chhattisgarh time to time for monitoring purposes.
6. Performance Expectations The person is expected to:
- Maintain accurate and timely data systems.
- Ensure regular field follow-up and target tracking.
- Improve reporting quality and documentation standards.
- Support smooth implementation of program activities.
- Proactively identify gaps and suggest practical solutions.
7. Salary
The monthly salary for this position will be Rs.35,000, inclusive of applicable deductions as per organizational norms.
