Junior Consultant (NHA Cell, BoP)
The National Health Systems Resource Centre (NHSRC), New Delhi, on behalf of the Ministry of Health & Family Welfare, is inviting applications from qualified candidates for two Junior Consultant positions, purely on a contractual basis.
The Junior Consultant will be based at the National Health Account (NHA) Cell, Bureau of Planning (Bop) Division of the Department of Health and Family Welfare and will work directly under the supervision of the Senior Economic Advisor/Economic Advisor, BoP division. The publication of the National Health Account (NHA) estimates is compiled annually by the NHA Cell, BoP division, MoHFW, in coordination with NHSRC, for each financial year since FY 2013-14. The NHA estimates provide a comprehensive and systematic assessment of health expenditure and fund flows across public & private sector in the country. The estimates classify health expenditure according to consumption, provision, and financing, which helps track trends in health spending and understand its driving factors. The NHA estimates are prepared using an accounting framework based on the standards of the System of Health Accounts (SHA), 2011, developed by the World Health Organization (WHO). NHA is compiled from budget documents of states and central departments, local bodies' accounts, information on health insurances, expenditure from the private sector, etc. The major estimates related to NHA include Total Health Expenditure (THE), Government Health Expenditure (GHE), Current Health Expenditures (CHE), and Out-of-Pocket Expenditures (OOPE). NHA estimates have been published regularly since 2013-14.
Roles & Responsibilities of the position:
• Coordinating, collection, compilation, scrutinizing analyzing of budget documents, Detailed Demands for Grants from the 36 State & UT Governments.
• Analyzing of budget documents, Detailed Demands for Grants of Central Ministries having health components.
• Executing Budget documents of State and Central Government as per NHA Framework.
• Producing State wise data set validating the same with the Annual Financial Statement (AFS) of the respective States.
• Generating basic health expenditure tables based upon the NHA Framework.
• Aiding in generation of health expenditure tables in terms of different systems of medicine, source of expenditure by Centre & States, sources of providers and health expenditure by ICHA functions.
• Generating state wise data base on health parameters, population and other variables influencing health.
• Coordinating with the Expert Group, Steering Committee and other meetings of the NHA Cell, BoP Division.
• Coordinating with the State Governments for State Health Accounts.
• Aid in organizing and conducting Workshops, Seminars, Meetings and documenting the proceedings.
• Aiding in general correspondence with other Ministries/State Governments with regard to National Health Accounts
• Any other work as assigned by the Senior officers from time to time.
Essential Qualification and Experience:
a) Bachelor's Degree in Science with a Master Degree/Diploma in Public Health
b) Bachelor’s Degree in Commerce with a Master Degree/Diploma in Business Administration/ Commerce/Health Financing
• At least 5 years of Post Qualification experience in preparing health sector financing data with a focus in the area of health budgets & health accounts.
• Computer proficiency including MS Office (Word/Excel/PowerPoint).
• Proficiency in data analysis using software tools like SAS, data triangulation, performance, knowledge of Public Health, State demographics, population etc.
• Experience in working on health issues at programme or policy level, monitoring and evaluation, data analysis, public health administration and governance.
Age Limit: Up to 55 Years (as on the date of receiving the application).
Remuneration Range: Between Rs. 40,000/- to Rs. 70,000/- Per Month
Other Benefits: Entitlement as per rules by NHSRC (may be mentioned by NHSRC)
Duration of Contract: Initial Contract for 1 year (with further extension subject to satisfactory performance).

Written Test Condition:
If the recruitment process includes a written test, a minimum qualifying mark will be 50%. However, If the number of qualifying candidates is high, a ratio of 1:5 will be adopted for 1 vacancy top 5 candidates will be considered. In case 2 or more candidates qualify with the same marks, all such candidates will be considered.
