Position Description
PCC is seeking a Business Development Executive who will be responsible for identifying, evaluating, and pursuing new business opportunities to support organizational growth. The role includes tracking consulting business opportunities across government, CSR, multilateral, bilateral, institutional, and private sector domains, developing strategic partnerships, and supporting business expansion in areas such as Social Impact Advisory and MERL (Monitoring, Evaluation, Research & Learning). The incumbent will also monitor relevant procurement and tender portals such as GeM, Central Public Platform (CPPP), and other platforms, screen suitable opportunities, and coordinate with respective project teams for timely action.
Key Responsibilities
Business Development & Opportunity Identification
- Identify and evaluate new business opportunities across CSR, Government, private sector, donor, and institutional markets.
- Develop and maintain a strong pipeline of potential clients, projects, and partnerships.
- Conduct market research, competitor analysis, and sector mapping to identify growth opportunities.
- Track emerging trends, funding opportunities, and policy developments relevant to the organization.
Government Business & Tender Management
- Identify and track Government business opportunities, RFPs, tenders, EOIs, and empanelment opportunities.
- Monitor portals such as GeM, CPPP, state procurement portals, and other relevant government websites.
- Screen opportunities based on eligibility, scope, commercial viability, and strategic relevance.
- Share shortlisted opportunities with respective project / technical teams for bid/no-bid evaluation and proposal submission.
- Support coordination for tender documentation, bid submissions, and follow-up processes.
Social Impact Advisory & MERL Opportunities
- Identify opportunities related to Social Impact Advisory, impact assessments, strategy consulting, ESG / CSR advisory, and sustainability assignments.
- Build and maintain relationships with corporates, philanthropic foundations, industry associations, and key stakeholders.
- Track opportunities in MERL assignments, including monitoring, evaluation, baseline, endline, research studies, assessments, and learning engagements.
- Support development of long-term partnerships and collaboration opportunities.
- Coordinate with internal subject matter experts to assess feasibility and response strategy.
Proposal Coordination & Internal Collaboration
- Coordinate with technical, finance, HR, operations, and project teams for proposal inputs and documentation.
- Support preparation of EOIs, proposals, presentations, concept notes, and capability statements.
- Maintain tracker of opportunities, submissions, wins, losses, and pipeline status. ? Ensure timely follow-up on submitted proposals and client communications.
Reporting & MIS
- Prepare weekly and monthly business development reports, dashboards, and pipeline reviews.
- Maintain database of clients, partners, tenders, opportunities, and key contacts.
- Provide management with insights on pipeline health, trends, and conversion opportunities.
Qualifications & Experience Required:
- Bachelor’s degree in business administration, Marketing, Social Sciences, Development Studies, or related field.
- Master’s degree preferred.
- 2–5 years of experience in Business Development, Partnerships, CSR or Social Sector Consulting.
- Experience in development sector / consulting / social impact organizations preferred.
- Familiarity with GeM, Government procurement systems, CSR ecosystem, and proposal management desirable.
Skills & Competencies
- Strong business development and relationship management skills.
- Good understanding of social impact advisory, Government procurement, and development sector ecosystem.
- Proposal writing and bid management skills.
- Strong analytical, research, and opportunity assessment capabilities.
- Excellent communication, negotiation, and presentation skills.
- Proficiency in MS Office (Excel, PowerPoint, Word).
- Ability to manage multiple opportunities and deadlines effectively.
- High attention to detail and strong coordination skills.
