Job Title: MIS & IT Manager
Location: Guwahati, Assam (Head Office)
Experience Required:
•Minimum 8+ years of relevant experience in MIS roles within NGO/ CSR/ Government programs.
• Demonstrated experience in multi-sector development programs.
• Proven track record of:
1. Developing and managing MIS platforms;
2. Designing M&E systems from scratch;
3. Handling multi-donor reporting environments.

ABOUT THE ROLE:
CML is seeking a strategic and execution-focused MIS Lead who can build, institutionalize, and scale robust data-driven program management systems across multi-sector development interventions.
This is not a reporting role—it is a leadership position that demands ownership of:
• Scalable MIS ecosystems;
• Evidence-based decision support to leadership;
• End-to-end Monitoring & Evaluation architecture.
The selected candidate will work directly with the Executive Director, influencing program strategy through high-quality data insights, system design, and field-grounded evaluation frameworks.
KEY RESPONSIBILITIES"
1. MIS Architecture & Digital Systems
• Design, develop, and manage scalable MIS systems for multi-project tracking.
• Build and deploy data collection tools (preferably via KoboToolbox/ ODK or similar platforms).
• Develop at least two robust digital applications/systems for program monitoring (mandatory experience requirement).
• Integrate databases using SQL or equivalent tools for centralized data systems.
• Ensure real-time dashboards using Power BI/Tableau for leadership decision-making.
2. Strategic M&E Leadership
• Design and institutionalize comprehensive M&E frameworks across Livelihoods, Agriculture, Education, Craft, and WaSH programs.
• Develop logical frameworks (LogFrames), KPIs, and result chains aligned with donor and organizational priorities.
• Lead baseline, midline, and endline evaluations (internal/external coordination).
• Ensure outcome and impact measurement, not just limit to output tracking.
3. Data Analytics & Decision Support
• Lead advanced data analysis using advance-Excel/Power BI/SPSS/SQL-based systems.
• Generate insight-driven reports, not just descriptive summaries.
• Support program teams with predictive and diagnostic analysis.
• Translate complex datasets into actionable program recommendations.
4. Team Leadership & Capacity Building
• Lead and mentor a team of MIS staff.
• Conduct regular capacity-building sessions for field teams on:
1. Data collection quality
2. Tool usage
3. Outcome tracking
• Establish data accountability systems across projects.
5. Data Quality Assurance & Governance
• Develop and enforce data quality protocols, validation systems, and audit mechanisms.
• Conduct periodic field monitoring visits to ensure ground-level data integrity.
• Standardize reporting formats across programs.
6. Donor & Stakeholder Reporting
• Lead preparation of high-quality donor reports (CSR, Govt., internal stakeholders).
• Align reporting with multi-donor compliance frameworks.
• Support proposal development with data-backed inputs and projections.
ELIGIBILITY CRITERIA:
Desired Qualifications:
• Master’s degree in: Data Science / Computer Science/ Information Technology/ Statistics/ Economics / Development Studies / Rural Management or Social Sciences.
• Additional certifications in Data Analytics / MIS / M&E will be an advantage.
Experience (non-negotiable):
• Minimum 8+ years of relevant experience in MIS/ M&E roles within NGO/ CSR/ Government programs
• Demonstrated experience in multi-sector development programs: Livelihoods, Agriculture, Education, Craft, WaSH (mandatory exposure)
• Proven track record of:
1. Developing and managing MIS platforms.
2. Designing M&E systems from scratch.
3. Handling multi-donor reporting environments.
Critical Requirement:
Must have independently developed at least two MIS/digital applications/systems for monitoring development projects (Applications without demonstrable ownership may not be considered).
Technical Competencies:
• Advanced Excel (Power Query, data modelling preferred).
• Power BI / Tableau (dashboard development).
• Kobo Toolbox (or equivalent digital data collection tools).
• SQL (database management).
• SPSS (or equivalent statistical software) will be and added advantage.
• ArcGIS/QGIS (or equivalent software) will also be an advantage.
