TERMS OF REFERENCE(TOR)
Background:
Kerala has made notable progress in strengthening child protection systems through policy reforms, service delivery improvements, and expansion of family-based care initiatives. These efforts have been supported by UN ORGANISATION through technical assistance, evidence generation, and system strengthening interventions.
As the programme transitions from piloting to scale, institutionalization, and impact, UN ORGANISATION envisions a more strategic role in the state by acting as:
- A Catalyst – driving innovation, piloting scalable models (e.g., alternatives to detention, family-based care, online safety), and accelerating reform processes.
- A Convenor – bringing together key stakeholders across departments such as Women and Child Development, Police, Education, Health, Judiciary, and Local Self Governments.
- A Convergence Enabler – strengthening inter-departmental coordination mechanisms for holistic child protection responses.
In this context, UN ORGANISATION aims to support the Government of Kerala in achieving:
- Scale – State-wide expansion of tested models and interventions
- Focus – Targeting high-risk groups and emerging issues (online safety, violence, diversion)
- Impact – Measurable improvements in child safety, reduction in institutionalization, and strengthened family-based care systems.
