Job Description
1 Project Overview
Impact Assessment Study on Mixed Land Use Provisions in the Uttar Pradesh Model Building Construction & Development Byelaws & Model Zoning Regulations 2025: The Government of Uttar Pradesh has introduced provisions for mixed land use under the Model Building Construction & Development Byelaws and Model Zoning Regulations 2025 to promote efficient land utilization, reduce travel demand, and support compact urban growth. Given the recent introduction of these provisions, there is a need to assess the: (1) Extent of adoption by Development Authorities (3) Effectiveness of implementation (4) Early impacts on spatial planning, economic activity, and citizen experience. This study aims to provide an evidence-based assessment and actionable recommendations.

2 Qualification
Bachelor’s Degree in Planning (B. Plan) or Master’s Degree in Urban Planning / Town Planning / Regional Planning (M. Plan) from a recognized university or institution.

3 Experience
• Minimum 2–5 years of professional experience in:
o Urban planning and research assignments
o Field surveys and primary data collection
o Stakeholder consultations and interviews
o Data compilation and analysis
o GIS mapping and urban data management
• Experience in urban development, land use planning, policy assessment, or infrastructure-related projects will be preferred.

4 Roles and Responsibilities
1. Field Surveys and Data Collection: The Junior Researcher shall support field surveys and primary data collection activities across the selected development authority areas. The role will involve conducting household surveys, business surveys, stakeholder interviews, field observations, and assisting in focus group discussions as per the approved study methodology.
2. Stakeholder Coordination and Survey Support: The selected candidate shall coordinate with local stakeholders, government officials, residents, businesses, planners, and development authorities during field visits and consultations. The role will support scheduling, documentation, and field-level coordination for smooth implementation of survey activities.
3. Data Entry and Database Management: The Junior Researcher shall assist in data entry, data cleaning, compilation, and maintenance of project databases using digital survey platforms and spreadsheets. The role will involve ensuring accuracy, completeness, and consistency of collected field data and survey records.
4. Spatial and Analytical Support: The candidate shall support GIS mapping, preparation of basic spatial datasets, and compilation of planning-related information. The role will also assist in basic quantitative and qualitative analysis related to land use, accessibility, infrastructure, and stakeholder perceptions.
5. Documentation and Reporting: The Junior Researcher shall contribute to preparation of field notes, survey summaries, analytical tables, maps, and supporting documentation for project reports and presentations. The role will assist senior team members in preparation of technical deliverables and project documentation.

5 Required Skills
• Knowledge of urban planning concepts, land use planning, and development regulations.
• Experience in conducting field surveys and stakeholder interactions.
• Familiarity with MS Excel, GIS tools, and digital survey applications.
• Good analytical, communication, and documentation skills.
• Ability to travel and work in field-based assignments across project locations.

6 Location of position
Based at the office of the NIUA, Core 4B, India Habitat Centre, Lodhi Road, New Delhi, with travel as and when required.

7 Reporting
The Junior Researcher will report to the Team Lead of the project at NIUA.

8 Remuneration
Remuneration will be commensurate with qualifications and experience, in accordance with NIUA norms.
