Job Description
1 Project Overview
Impact Assessment Study on Mixed Land Use Provisions in the Uttar Pradesh Model Building Construction & Development Byelaws & Model Zoning Regulations 2025: The Government of Uttar Pradesh has introduced provisions for mixed land use under the Model Building Construction & Development Byelaws and Model Zoning Regulations 2025 to promote efficient land utilization, reduce travel demand, and support compact urban growth. Given the recent introduction of these provisions, there is a need to assess the: (1) Extent of adoption by Development Authorities (3) Effectiveness of implementation (4) Early impacts on spatial planning, economic activity, and citizen experience. This study aims to provide an evidence-based assessment and actionable recommendations.
2 Qualification
Master’s Degree in Urban Planning / Regional Planning / Town Planning (M. Plan) or Architecture with specialization in Urban Planning (M. Arch) from a recognized institution.
3 Experience
Minimum 15 years of professional experience in:
a. Land use planning and zoning regulations
b. Urban policy analysis and evaluation
c. Development control regulations and building byelaws
d. Master plan preparation/review
e. GIS and spatial planning studies
f. Stakeholder consultation and institutional coordination
g. Management of multidisciplinary urban development projects
h. Experience with government agencies, development authorities, and urban infrastructure or planning projects is desirable.
4 Roles and Responsibilities
a. Project Leadership and Coordination: Lead the overall implementation and day-to-day management of the assignment, ensuring effective coordination with client departments, development authorities, and other key stakeholders. The Team Leader shall oversee project planning, execution, and communication processes while ensuring timely delivery of all project outputs, technical deliverables, and reports in accordance with the agreed timelines and quality standards.
b. Methodology Design and Technical Oversight: Design and finalize the overall study methodology, including the sampling framework, assessment indicators, and analytical approach for the assignment. The Team Leader shall guide the development of survey instruments, field protocols, GIS-based assessment frameworks, and data analysis methodologies, while providing technical oversight for field surveys, stakeholder consultations, and quality assurance processes to ensure accuracy, consistency, and reliability of data and findings.
c. Policy and Regulatory Review: Lead the review and assessment of the UP Model Building Byelaws 2025, Model Zoning Regulations, Master Plans of selected cities, and URDPFI Guidelines along with other relevant state policies and regulatory frameworks. The Team Leader shall evaluate the extent of adoption and implementation of mixed land use provisions across the selected urban areas and assess their effectiveness in guiding planning, development control, and urban growth management.
d. Field Surveys and Stakeholder Engagement: Oversee and supervise field surveys across the selected development authority areas to ensure systematic data collection and field validation. The Team Leader shall lead stakeholder consultations with residents, business owners, developers, planners, and government officials, and facilitate focus group discussions and key informant interviews to capture stakeholder perspectives, implementation challenges, and perceptions related to mixed land use policies and practices.
e. Spatial and Impact Assessment: Guide GIS mapping and spatial analysis related to land use mix, accessibility and transport connectivity, density patterns, and infrastructure capacity across the selected study areas. The Team Leader shall also lead the assessment of project outputs, outcomes, beneficiary satisfaction, and comparative baseline analysis to evaluate the effectiveness and emerging impacts of mixed land use policy implementation.
f. Reporting and Recommendations: Lead the preparation and submission of inception, interim, draft, and final reports, ensuring high-quality technical documentation and presentation of findings. The Team Leader shall identify regulatory, institutional, and implementation gaps and provide actionable recommendations related to policy refinements, zoning and development control improvements, institutional strengthening measures, and development of monitoring and evaluation frameworks for effective implementation of mixed land use provisions.
5 Required Skills
a. Strong understanding of urban planning regulations, zoning systems, and mixed land use frameworks.
b. Experience in policy evaluation, urban governance, and spatial planning.
c. Familiarity with GIS tools, digital surveys, and data analysis.
d. Excellent leadership, stakeholder engagement, analytical, and report-writing skills.
e. Excellent communication and technical documentation skills.
f. Ability to manage multidisciplinary teams and large-scale field assignments.
6 Location of position
Based at the office of the NIUA, Core 4B, India Habitat Centre, Lodhi Road, New Delhi, with travel as and when required.
7 Reporting
The Team Lead will report to the Director, NIUA.
8 Remuneration
Remuneration will be commensurate with qualifications and experience, in accordance with NIUA norms.
