CONTENT OF TERMS OF REFERENCE FOR INDIVIDUAL CONSULTANT
1. Position Summary
UNFPA has been providing strategic technical support to the Government of Rajasthan to strengthen the Family Planning Programme, with a focus on ensuring informed choice, expanding access to a basket of contraceptives, and improving the quality of care through robust supply chain systems. UNFPA is also the lead development partner for the RMNCH+A programme in the state, supporting the Department of Medical, Health and Family Welfare in strengthening integrated service delivery and health systems. As part of its support to the State-level Family Planning Technical Support Unit (FP-TSU), this position is critical to advancing system efficiencies and aligning with the expectations of the Ministry of Health and Family Welfare from development partners.
Despite steady progress, data from the National Family Health Survey (NFHS-5) indicates that unmet need for family planning remains at around 9–10%, with a continued skew in method mix towards female sterilization, highlighting the need to expand access to reversible methods and ensure their consistent availability across service delivery points.
With the Government of India transitioning towards the Drug(s) and Vaccine Distribution Management System (DVDMS) as a unified platform for end-to-end supply chain management, and the phased transition from the Family Planning Logistics Management Information System (FPLMIS) in the state, the Project Officer (Logistics & Supply Management) will play a pivotal role in ensuring a smooth transition to DVDMS, while strengthening integrated logistics systems for Family Planning and RMNCH+A commodities.
The position will further ensure commodity security across the supply chain, climate-resilient warehouse management (including heat-wave preparedness), and last-mile availability of at least five reversible contraceptive methods up to Sub-Centre and Health & Wellness Centre (HWC) level, in line with UNFPA’s rights-based Sexual and Reproductive Health approach.
This position is critical for strengthening integrated, efficient, and resilient supply chain systems in Rajasthan, ensuring last-mile availability of essential reproductive health commodities in line with national priorities and UNFPA’s mandate.
