Consultant – Skill Development (Skill Center Establishment)

Background:
ChildFund India, a child development organization registered in India in 1984, has been working with children, youth, and families from the most remote, extremely backward, and hard-to-reach areas, with a vision to build “an India where children lead a dignified life and achieve their full potential.” Its programs offer comprehensive support to children from conception until age 24 by integrating health, nutrition, sanitation, gender equality, education, skill training, livelihoods, child protection, and humanitarian relief efforts. Annually, ChildFund India reaches 4.5 million children, youth, and their families across nine states through its initiatives. The organization's deep-rooted community presence in India, long-term partnerships with grassroots organizations, and strong relationships with relevant stakeholders, especially the Government, ensure that its holistic interventions create an environment where children can grow and reach their full potential.
Role Purpose:
The Consultant – Skilling will support the planning, establishment, and operationalization of skill development centers aligned with national skill qualification frameworks (such as NSDC/PMKVY). The role focuses on setting up demand-driven training infrastructure, ensuring compliance, and facilitating sustainable livelihood outcomes for youth.
Key Responsibilities:
Skill Center Establishment:
- Support infrastructure setup as per NSDC/SSC norms (classrooms, labs, equipment).
- Facilitate center accreditation and affiliation processes (SMART portal, NSDC, SSC alignment).
- Ensure compliance with quality standards and guidelines.
Planning & Design:
- Conduct skill gap analysis and identify demand-driven job roles.
- Develop project proposals, DPRs, and implementation plans.
- Identify suitable locations for establishing skill centers based on market demand.
Partnerships & Stakeholder Engagement:
- Liaise with government departments, NSDC, KSDC, Sector Skill Councils (SSCs), and CSR partners.
- Build partnerships with training providers, employers, and industry stakeholders.
- Coordinate with local institutions for mobilization and outreach.
Program Implementation:
- Oversee mobilization, counselling, and enrolment of candidates.
- Ensure delivery of quality training programs (technical + life skills).
- Monitor trainer performance and training delivery.
Monitoring & Evaluation:
- Develop monitoring frameworks, MIS systems, and reporting formats.
- Track key indicators: enrolment, retention, assessment, certification, and placement.
- Conduct field visits and quality audits.
Placement & Livelihood Linkages:
- Facilitate job fair, industry linkages for placements, apprenticeships, and self-employment.
- Support post-placement tracking and retention strategies.
Financial & Compliance Management:
- Prepare budgets and track utilization.
- Ensure documentation for audits and compliance.
- Support donor and stakeholder reporting.
Key Deliverables:
- Functional skill centers established as per standards.
- Approved affiliations/accreditations.
- Training batches initiated and completed.
- Placement linkages established.
- Periodic progress and impact reports.
Required Qualifications:
- Master’s degree in Social Work / Rural Development / Management / Skill Development / related field.
- Certifications in skill development programs (preferred).
Experience:
- 5–10+ years in skill development / livelihoods / vocational training.
- Experience in establishing skills centers, empanelment, managing NSDC, PMKVY, DDUGKY, or similar programs.
- Proven experience in setting up training centers and handling skill centers.
- Experience in multi-state program implementation
- Understanding of youth development and employability enhancement
- Ability to work in rural/remote areas
