1. Introduction
ChildFund India, a child development organization registered in India in 1984, has been working with children, youth, and families from the most remote, extremely backward, and hard-to-reach areas, with a vision to build “an India where children lead a dignified life and achieve their full potential.” Its programs offer comprehensive support to children from conception until age 24 by integrating health, nutrition, sanitation, gender equality, education, skill training, livelihoods, child protection, and humanitarian relief efforts. Annually, ChildFund India reaches 4.5 million children, youth, and their families across nine states through its initiatives. The organization's deep-rooted community presence in India, long-term partnerships with grassroots organizations, and strong relationships with relevant stakeholders, especially the Government, ensure that its holistic interventions create an environment where children can grow and reach their full potential.
2. Rationale for Developing the Skill Development Center (COE)
In the current Indian economic landscape of 2026, the transition from an informal to a formal economy has reached a critical inflection point. To support this transition and bridge the gap between economic policy and ground reality, ChildFund India is establishing a Center of Excellence (COE) focused on two high-demand job roles: GST Accounts Assistant and Retail Sales Associates.
- The Guardian of Compliance (GST Accountant): With the rollout of GST 2.0 and lower e-invoicing thresholds for MSMEs, there is a massive demand for strategic compliance officers. This role ensures businesses remain compliant while offering youth a highly formal, secure career trajectory.
- The Face of Retail (Retail Sales Associate): Driven by "Omnichannel" commerce and the "Bharat" surge in Tier-II and Tier-III cities, the retail sector is a massive employer of youth. Modern retail requires brand consultants equipped with tech skills (CRM, AR/VR).
The "Dignity of Labor": By training vulnerable youth in these dual engines of "Compliance" and "Consumption," we are not merely providing jobs; we are integrating them into the formal economy, breaking the cycle of poverty, and ensuring social security and financial inclusion.
3. Scope of Work
The selected Consultant Agency will be responsible for the end-to-end planning, designing, procurement, establishment, and operationalization of the Skill Development COE in Bengaluru. The facility must be aligned with National Skill Development Corporation (NSDC), BFSI Sector Skill Council of India, and RASCI guidelines.
Key Responsibilities:
1. Infrastructure Setup & Procurement:
- Design and execute the layout for a 1,500 – 1,800 sqft facility.
- Execute civil works, partitioning, electrification, networking, and painting.
- Procure all required IT equipment, software licenses (TallyPrime Gold), furniture, and specific Retail Lab equipment as per Annexure guidelines.
2. Center Accreditation & Compliance:
- Facilitate center accreditation and affiliation processes (SMART portal, NSDC, SSC alignment).
- Ensure strict compliance with NSDC/SSC quality standards and branding guidelines.
3. Operational Planning:
- Finalize standard operating procedures (SOPs) for the center.
- Develop monitoring frameworks, MIS systems, and reporting formats.
Facilitate industry linkages for future placements, apprenticeships, and guest lectures
