Brief About Foundation for MSME Clusters
Established in June 2005, the Foundation for MSME Clusters (FMC) www.fmc.org.in specializes in the promotion of MSMEs through cluster and value chain led development. FMC was promoted as a Registered Public Charitable Trust with the technical support of a then UNIDO Cluster Development Programme, in June 2005. It is governed by a very eminent Board of Trustees from the Government, Banks, Academia, Donor institutions and NGOs, ably led Mr. Ajay Shankar, IAS (ex-Secretary Department of Industrial Policy & Promotion, Govt. of India). FMC undertakes all its operations in line with its vision and mission that are given as under:

Mission: Our mission is to “Assist institutions undertake effective and inclusive cluster based local area development in developing and transition economies.
In India, FMC has worked with around 200 MSME clusters, undertaken studies/research in another 150 MSME clusters and worked with 250 Business Membership Organizations (BMOs) thus benefiting more than 100,000 MSMEs across different sectors and sizes. FMC and its experts have also provided training, handholding, and research on cluster development in 16 other countries across the globe.
Role Overview:
The District Trainer will be responsible for beneficiary mobilization, training delivery, digital adoption support, reporting, and documentation within the assigned district. The trainer will ensure smooth implementation of project activities and achievement of project targets.
Key Responsibilities:
1. The trainer will be responsible for mobilizing and training and adoption of 350 beneficiaries per month, with a total target of 3150 beneficiaries during the contract period in the assigned district.
2. All trainings & adoptions must be completed by 28th February 2027 including completion of Endline Survey.
3. A signed physical consent form must be obtained from each beneficiary before collecting any personal information. No data should be collected without consent.
4. Each training batch should have 35-40 beneficiaries. Male /Female ratio of beneficiaries should be 70:30.
5. A weekly training calendar must be shared every Thursday.
6. Ensure 100% of beneficiaries download and use DigiLocker, with screenshots maintained as Means of Verification (MoV).
7. Ensure 80% of beneficiaries receive handholding support for government scheme applications.
8. Identify and document at least 2 success stories every month.
9. The trainer must submit all required training details on a weekly/monthly basis, including beneficiary data on M-Form, attendance sheets, pre/post assessments, feedback forms, training photographs, Digilocker and government scheme related MoVs (duly stamped), consent forms and other required documentation by 28th of each month.
10. It is mandatory to submit Geo-tagged photographs after every training session. Kindly note that trainings for which photographs are not shared will not be considered valid. Further, if any photographs or data are found to be forged, manipulated, or AI-generated, it will result in immediate termination of employment.
11. Consultant shall be solely responsible for any data theft, misuse, or leakage occurring during the course of this assignment. We maintain a zero-tolerance policy towards such misconduct, and any instance of data falsification or data leakage will be dealt with very seriously.
12. Confidentiality and Data Security:
a. All beneficiary data must be handled strictly confidentially and stored securely.
b. No data shall be shared, replicated, or used for any purpose other than this project.
13. The trainer will be entitled to a monthly travel allowance of Rs 2,000.
Qualifications & Expertise
• Graduate in any discipline.
• Experience in training, mobilization, community engagement, or development sector projects preferred.
• Good communication and interpersonal skills.
• Basic understanding of digital applications and reporting tools.
• Willingness to travel within the assigned district.
• Ability to work independently and achieve targets.
