Project Coordinator Support
(OCBA Asia Mission)
Doctors Without Borders India (DWBI)/Médecins Sans Frontières provides medical assistance during natural and manmade disasters through establishment of healthcare centres, implementing medical programs for critical illnesses on its own or with partners, working for creating medical awareness and capacity building and carry out/sponsor research to provide strategic input on relevant medical treatment options in India.
DWBI offers assistance to people in need, irrespective of race, religion, gender or political affiliation.

Location: Zokhawthar, Champhai (Mizoram)

Main purpose of Post:
Providing support to the Project Coordinator in the security management and the coordination tasks, ensuring a smooth relation with local and national authorities and contributing to the context analysis and follow-up according to DWBI (Doctors Without Borders India) protocols, standards and procedures in order to ensure the smooth running of the project.
Functional and Hierarchical Lines:
The position is hierarchically and functionally answerable to Project Coordinator respectively.
Responsibilities/Accountabilities:
• Representing DWBI (Doctors Without Borders India) externally together with the Project Coordinator (PC) or alone (when delegated) and negotiating on behalf of the project coordination in close cooperation with the PC and based on beforehand agreed messaging. Assisting in safeguarding and promoting DWBI (Doctors Without Borders India) image externally
• Monitoring, analysing and reporting on key issues (security, risk, etc.) to the Project Coordinator and providing contextual information, through a sound knowledge of counterparts, parties, actors, authorities and military groups, in different administrations/parties and governorates/districts in order to improve understanding and decision making processes. Maintaining the security database and providing a biweekly context analysis based on recent incidents and developments
• Assisting in exploratory missions and assessments as needed and participating in the development of security plans
• Assisting the Project Coordinator in Internal and External Communication sessions and events about DWBI (Doctors Without Borders India) (for Local Hired Staff, the Ministry of Health staff, as well as local authorities, community leader, military actors, security forces) in order to improve awareness, understanding of DWBI (Doctors Without Borders India) principles and services and public opinion adhesion. Write meeting minutes and contribute to the meeting logbook.
• Ensuring the continuity of relations/networking with local actors (other NGOs, UN agencies, local authorities, media, etc.) and filing and updating field contacts and correspondence in order to ensure information sources accuracy and its availability on regular basis. Organizing advocacy contacts and appointments for the Project Coordinator.
• Translating and reviewing documents and acting as an interpreter when needed. Assisting the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, military actors, community leaders, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows.
• Preparing and conducting context, cultural and security briefings on the project context to new employees (national and international) in order to facilitate their integration and within the project environment. Ensuring regular security briefings/trainings of assessment team, drivers, and guards in consultation with the Project Coordinator.
• Being contactable by phone and available to assist the Project Coordinator with important context, security and operational issues that may occur outside of regular working hours unless otherwise agreed with the PC (e.g., holidays)
• Performing assigned additional responsibilities or tasks as required by the Project Coordinator
Some other Accountabilities:
• Provide contextual analysis and input for SitReps, Punto Weekly Reports, security updates, monthly reports, and ad-hoc reports as requested by the Project Coordinator.
• Update and consolidate Punto Weekly Reports, ensuring accurate reporting of key operational developments, achievements, challenges, priorities, and follow-up actions from all departments.
• Conduct security assessments, access assessments, and risk evaluations as requested by the Project Coordinator.
• Lead the collection, verification, analysis, and dissemination of regular security updates covering project areas, communities, relevant to project operations.
• Monitor security developments along the Project operation areas and assess their potential impact on humanitarian access, staff movement, patient referrals, supply chains, and project continuity.
• Produce regular RMS (Risk Management System) security updates in coordination with Logistics, contributing to risk analysis, threat assessments, access constraints monitoring, supply chain risk assessment, operational continuity, and project decisionmaking.
• Maintain continuous monitoring of conflict dynamics, armed actor movements, military operations, population displacement, airstrike incidents, road accessibility, and administrative restrictions affecting project implementation.
• Monitor and report on population movements and management measures, immigration regulations, humanitarian access constraints, and security incidents affecting project activities.
• Ensure regular monitoring and reporting of Zokhawthar Security Indicators and other agreed project risk indicators, highlighting any deterioration, trend changes, or emerging threats requiring management attention.
• Monitor the status of critical security and operational indicators, including road accessibility between Zokhawthar and Champhai, referral pathways, communication systems, health facility capacity, fuel availability, supply routes, and border crossing conditions.
• Support early warning systems through continuous monitoring of security trends, conflict indicators, community tensions, disease outbreaks, population movements, and operational constraints that may affect project activities.
• Provide timely alerts and recommendations to Project Coordination and the India Mission regarding significant security incidents, emerging threats, logistics disruptions, contextual developments, or operational risks requiring immediate management action.
• Support the revision and monitoring of risk indicators, contingency plans, evacuation plans, business continuity measures, and security management tools in coordination with the Project Coordinator and Logistics Department.
• Facilitate and support medical evacuations (MedEvac), security evacuations, and emergency relocations involving international and national staff when required.
• Support the implementation and compliance of the Local Security Plan (LSP) by providing guidance and security briefings to International Mobile Staff (IMS) and Locally Hired Staff (LHS) in line with Project Coordinator directives and security recommendations.
• Maintain effective relationships with key stakeholders, including government authorities, security forces, police, civil society organizations, community leaders, humanitarian actors, and relevant local partners.
• Establish and maintain information-sharing networks with community leaders, local authorities, health actors, humanitarian organizations, logistics partners, and other relevant stakeholders to strengthen situational awareness and operational acceptance.
• Maintain strong professional networks with District Administrations, Commissioners, Deputy Commissioners, Police, Assam Rifles, Border Security authorities, Health Departments (CMO), Village Councils, YMA/CYMA representatives, and other key stakeholders, including updated contact information.
• Support project representation by maintaining regular contact with authorities and stakeholders relevant to operational security, logistics coordination, humanitarian access, and community acceptance.
• Support humanitarian negotiations and engagement with civil society organizations, local authorities, and community representatives to facilitate access to medical activities and ensure the safe movement of DWBI staff and vehicles.
• Coordinate with local media, when authorized, to support public events, awareness campaigns, and activities requiring media engagement and coverage.
• Attend internal and external meetings as delegated by the Project Coordinator and ensure meeting minutes, action points, and operational implications are properly documented and followed up.
• Track implementation of agreed action points arising from coordination meetings, stakeholder engagements, security meetings, and management discussions.
• Support the implementation, monitoring, and follow-up of project activities across all departments, ensuring Project Coordinator directives are effectively communicated and executed.
• Facilitate conflict resolution and mediation processes involving DWBI staff, community members, partners, stakeholders, associations, Ministry of Health representatives, and other relevant actors when required.
• Uphold DWBI principles of neutrality, impartiality, independence, and professionalism when representing the organization, engaging with authorities, and addressing internal or external disputes.
• Ensure that personal interests, affiliations, political considerations, or community pressures do not influence organizational representation, decision-making, or operational activities.
• Maintain and update security incident databases, stakeholder contact lists, emergency communication trees, contextual mapping tools, and security-related information.
• Provide weekly and ad-hoc contextual analysis on political, security, humanitarian, public health, and socio-economic developments affecting the project area.
• Contributes to the preparation of monthly contextual analysis, security briefings, operational forecasts, scenario planning exercises, and management updates for field coordination and mission decision-making.
• Ensure compliance with and implementation of DWBI policies, protocols, standards, security procedures, and operational guidelines across the project area.
• Perform any other duties delegated by the Project Coordinator in support of project implementation, security management, humanitarian access, stakeholder engagement, and operational continuity
Requirements:
Education:
• University Diploma Level, preferably in the field of Social Sciences (Political Sciences, International
Law, Security Studies, Economics, etc.)
Experience:
• Essential: Experience in and exposure to working in a complicated political, security and humanitarian environment
• Essential: Experience in data collection, reporting and analysis
• Desirable two years previous experience in the field of humanitarian aid with DWBI (Doctors Without Borders India) or other NGOs in similar position or responsibilities.
• Management experience is désirable
Languages:
• Mission and local language, high level command on oral and written English as well as in Hindi (oral) skills.
Knowledge :
• Essential computer literacy (Word, Excel, SharePoint, PowerPoint, Internet/social media)
• Excellent understanding of DWBI (Doctors Without Borders India) principles and values
• Knowledge and interest in current affairs, humanitarian issues, security dynamics, politics
