About SAATHII: Solidarity and Action against the HIV Infection in India (SAATHII), a registered non-profit organization, was founded with a vision for universal access to healthcare, justice, and social welfare for socio-economically marginalized women and children, communities impacted by the HIV/AIDS and TB epidemics, and groups marginalized on account of their sexuality and/or gender identity in India. Headquartered in Chennai, with nine branch offices across the country, SAATHII works towards universal access through information dissemination, networking, operational research, advocacy, training and other technical assistance.

About the Project: SAATHII, with the support of The Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) and guidance from the Central TB Division, will be implementing; (a) Integrated Pediatric TB care services in both the public and private health sectors to increase pediatric TB case detection and improve treatment outcomes in seven states, and (b) Active Case Finding (ACF) for early detection of missing TB cases among key and vulnerable populations, using innovative AI-enabled tool in six states. The project will be carried out through Sub-Recipient (SR) partners in the states of Chhattisgarh, Karnataka, Haryana, Punjab, Rajasthan, Telangana, and Uttar Pradesh.

Specific Job Responsibilities of the Regional Program Specialist

SAATHII is seeking the services of Regional Program Specialist for implementation of both pediatric TB and Active Case Finding (ACF) components in seven states. The candidate should be deeply committed to assisting Ihe country in meeting its national goal of TB elimination. He/she should have extensive experience and knowledge of TB program. He or she should be knowledgeable about health system strengthening in order to ensure the seamless integration of TB services.

The responsibilities include, but are not limited to:
Regional Program Specialist (RPS) will work with implementing partners and ensure implementation of the program as per the Standard Operating Procedures.
• He / She will provide capacity building and handholding support to SR for the roll out and implementation of the activities as per the design and SOP.
• He/ She will participate in state level activities such as State Review Meetings, meeting with State TB Office officials and stakeholders of other programs
• He/ She will provide troubleshooting and handholding to state teams for implementation of all project activities.
• He/ She will also develop compliance checklist and conduct verification of documents at the implementing partners’ office and registers/ reports at the field level
• RPS will support in overall planning and development of work plan and support in developing Standard Operating Procedures and M&E systems for the project;
• RPS will support in developing need-based tools and IEC materials, in conducting monthly, quarterly and annual planning and reviews and ensure the project is implemented as per the plans
• Responsible for advocacy with concerned stakeholders to achieve the desired targets.
• Coordination with diverse national team members from the areas of program, technical, monitoring and evaluation and finance
• Coordinate with other component leads and managers for integrated implementation
• Ensure Program Management systems at SR
o Staff recruitment and management
o Ensure program management systems to facilitate smooth implementation, including periodic program finance review at SR level and facilitate re-budgeting / reprogramming as required
o Conduct progress reviews with the partners; and ensure tracking of progress
o Ensure adherence to the program and financial systems of compliance of the GFATM, CTD and the organisation
o Ensure the performance tracking of state teams and build their capacities through capacity assessments
• Develop draft project reports and process documents, and IEC materials
• Stakeholder management
o Interact independently with leadership of State TB program, and other implementing partners
o Advocate with the government for policy changes
• Represent the project at the state and district forums
• Undertaking any additional tasks associated as required to achieve the desired outcomes.

Qualifications and Skills:
• Postgraduate in Medicine, Management, Public health, Social Work or allied fields
• Atleast five years of experience in design and management of health sector projects, especially ACF, pediatric TB and other TB projects
• Proven experience of working at state level
• In-depth knowledge of ACF, pediatric TB, health programs, and health systems
•Proven abilities in all areas which are detailed under roles and responsibilities section
• Excellent oral and written communication skills in English
• Additional knowledge of Hindi and regional language will be an advantage
• Proven ability to train and mentor staff in program and technical areas and on evidence-based decision making
• Experience in and acumen for use of data (statistical inference) for program improvement and strategy formulation
• Sound computer skills, including use of Internet and MS Office™ software
• Ability to work independently and as a team player in a complex, multicultural environment
• Willing to travel, around 12-15 days, extensively across the country
•Aptitude and proven skills to manage several multi-cultural teams

Remuneration: Salary will be commensurate with skills, qualifications, years ‘of experience, and current pay scale.
