POSITION OVERVIEW
PopulationCouncil Consulting (PCC) is seeking a Senior Technical Specialist to provide high-quality technical expertise for advancing the portfolio of Council’s work around Gender, Livelihood and Women’s Economic Empowerment, ensuring effective and impactful project implementation. The specialist will support the development of robust Monitoring, Learning, and Evaluation (MLE) frameworks, evidence systems, learning platforms, and program monitoring tools. The role requires a seasoned professional with deep thematic expertise, strong grounding in MLE approaches, and familiarity with organizations working in gender, livelihood and economic empowerment domains. The Specialist will contribute to PCC’s thought leadership, strengthen internal and partner capacities, and ensure high-quality analytical and knowledge outputs.
1. KEY RESPONSIBILITIES
A. Technical Leadership in MLE System Strengthening
- Design and strengthen MLE systems and measurement frameworks.
- Develop standardized diagnostics, monitoring templates, learning agendas, and reporting tools.
- Ensure that monitoring systems are fit-for-purpose, equity-centered, and aligned with program goals.
- Guide data use for learning, adaptive program management, and decision-making.
- Support implementing partners in strengthening their internal MLE capacity through coaching, technical guidance, and “learning-by-doing” approaches.
B. Evidence Synthesis, Learning, and Knowledge Generation
- Lead synthesis of evidence from various partners, fieldwork, evaluations, and secondary sources.
- Produce high-quality analytical outputs, including briefs, learning papers, and case studies.
- Support the creation of accessible repositories and knowledge products for internal/external audiences.
- Facilitate portfolio-level reflection by identifying trends, gaps, innovations, and implications for policy or systems change.
C. Client/Partner Engagement & Capacity Strengthening
- Provide technical guidance and handholding support to our clients and partners, especially those working on gender, livelihood and women empowerment.
- Design and facilitate capacity-building initiatives, including workshops and learning sessions.
- Foster collaborative relationships with ecosystem actors, funders, government stakeholders, and CSOs.
D. Quality Assurance & Technical Excellence
- Ensure that all portfolio outputs meet high standards of methodological rigor and analytical quality.
- Promote PCC’s thought leadership through publications, presentations, and external forums.
- Embed equity, inclusion, and ethical evidence practices in all aspects of the work.
- Review technical deliverables to ensure clarity, accuracy, and strategic relevance.
E. Strategic Portfolio Oversight
- Provide strategic direction and technical oversight across the portfolio.
- Contribute to business development efforts, including proposal development and new project conceptualization.
- Ensure alignment of portfolio activities with PCC’s strategic priorities and client expectations.
2. QUALIFICATIONS & EXPERIENCE
- Master’s degree (or higher) in Social Sciences, Gender Studies, Economics, Development Studies, or a related field.
- Minimum 10 years of professional experience in the development sector.
- Demonstrated experience in women’s empowerment, gender, and livelihoods programs.
- Strong expertise and experience in MLE approaches.
- Proven ability to design MLE tools, indicators, theories of change, and evidence systems.
- Demonstrated experience working with/supporting grassroots implementing organizations in India.
- Excellent analytical and writing skills, with experience of synthesizing complex information.
- Strong stakeholder management and facilitation capabilities.
3. CORE COMPETENCIES
- Deep knowledge of literature and initiatives around gender, livelihoods, and women empowerment programs and opportunities in India.
- Strong qualitative and/or mixed-methods research skills.
- Ability to translate data and evidence into actionable insights.
- Strong communication and interpersonal skills.
- Ability to manage multiple projects and work collaboratively across teams.

4. REMUNERATION
Compensation will be commensurate with the candidate’s skills, experience, and demonstrated competencies, and aligned with PCC’s organizational salary structures.
