MEL Specialist – Education and Livelihoods

Role Description:
The consulting firm is seeking an experienced Monitoring, Evaluation and Learning Specialist to support a portfolio of education and livelihoods programmes for an international organisation. The role will involve strengthening MEL systems, tracking programme performance, ensuring data quality, supporting field monitoring and research, and generating evidence for programme improvement, donor reporting and strategic learning.
Key Responsibilities:
• Design and strengthen MEL frameworks, theories of change, indicators, tools and reporting systems for education and livelihoods programmes.
• Monitor programme implementation through field visits, partner reviews, validation calls, data checks and periodic performance reviews.
• Design and support baseline and endline studies, needs assessments, learner assessments, market scans, tracer studies and beneficiary surveys.
• Analyse quantitative and qualitative data to identify progress, outcome trends, implementation gaps, risks and learning opportunities.
• Prepare monitoring reports, case studies, learning briefs, donor reports, presentations and other evidence-based knowledge products.
• Work with programme, field and partner teams to improve the use of data and evidence in programme planning and decision-making.
Required Qualifications and Experience:
• Postgraduate degree in education, social sciences, development studies, economics, public policy, statistics, management or a related field.
• 7–10 years of relevant experience in MEL, research, evaluation, programme learning or development-sector consulting.
• Demonstrated experience, ideally in both education and livelihoods-related programming, including school education, skilling, employability, entrepreneurship, youth development or women’s economic empowerment. However, candidates who have rich experience in either education or livelihood are also encouraged to apply.
• Strong knowledge of qualitative and quantitative research methods, including tool design, sampling, field protocols, data management and analysis.
• Strong proficiency in MS Excel, PowerPoint and Word; experience with dashboards, MIS, Kobo/ODK, Zoho, Power BI, SPSS, Stata or qualitative analysis tools is desirable.
• Excellent analytical, writing, documentation and communication skills, with the ability to work independently and coordinate across multiple teams.
• Willingness to travel to rural and urban programme locations as required.
Expected Deliverables:
The specialist will produce MEL frameworks, data-collection tools, monitoring plans, analysis summaries, dashboards and periodic reports across the education and livelihoods portfolio. The role will also support field documentation, learning briefs, donor reporting, case studies and evaluation-related outputs that strengthen programme implementation and demonstrate results.
