CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
Odisha has made significant progress in expanding access to water, sanitation and hygiene services through the implementation of the national flagship programmes—Swachh Bharat Mission (Gramin) and Jal Jeevan Mission (JJM). While open defecation-free (ODF) status has been achieved across rural Odisha and significant infrastructure has been created under JJM, a critical challenge persists: the financing gap for households to access, upgrade, and sustain quality WASH facilities, particularly safe sanitation and piped drinking water connections.
To sustain the Government’s WASH flagship programs, institutionalizing WASH financing interventions becomes crucial. In line with this objective, UN ORGANISATION and Water.org partnered with Odisha Livelihoods Mission (OLM), a leading institution in the state with a robust foundation of community-based organizations, including Self-Help Groups (SHGs) and their federations. This collaboration aimed to place communities at the forefront of WASH interventions, empowering them to lead initiatives for long-term sustainability. The partnership was designed to strengthen the capacity of OLM-supported women SHGs to raise awareness and implement alternative financing mechanisms that address the long-term water, sanitation, and hygiene needs of rural communities effectively. Evidence from the initiative demonstrates that WASH-focused microloans can play a catalytic role in sustaining ODF outcomes, improving access to safely managed sanitation and drinking water, and creating viable rural entrepreneurship opportunities across the WASH value chain.
To operationalize this scaling strategy, UN ORGANISATION intends to engage a dedicated technical assistance team to support OLM in designing, implementing, monitoring, and institutionalizing WASH financing interventions across rural Odisha. This ToR is for the position of Team Lead, who will provide overall strategic and programmatic leadership to the WASH Financing Technical Assistance Team.
