CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
Odisha has made significant progress in expanding access to water, sanitation and hygiene services through the implementation of the national flagship programmes—Swachh Bharat Mission (Gramin) and Jal Jeevan Mission (JJM). While open defecation-free (ODF) status has been achieved across rural Odisha and significant infrastructure has been created under JJM, a critical challenge persists: the financing gap for households to access, upgrade, and sustain quality WASH facilities, particularly safe sanitation and piped drinking water connections.
A key enabler of this transition is the financing of household and community-level WASH improvements through innovative rural credit mechanisms. Evidence from UN ORGANISATION and Water.org's collaboration with Odisha Livelihoods Mission (OLM) has demonstrated that WASH-focused microloans channelled through Self-Help Groups (SHGs) can simultaneously improve WASH outcomes and stimulate rural economic activity across the WASH value chain—including toilet construction, retrofitting, sanitation product supply, water purification, and solid and liquid waste management. Sustaining and scaling this model requires dedicated enterprise development expertise to operationalise viable WASH business models, strengthen supply chains, and link rural entrepreneurs to markets and finance.
The Thematic Lead will be responsible for designing and operationalising WASH-linked livelihood and enterprise development interventions in close coordination with OLM and partner institutions.
