CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
Odisha has made significant progress in expanding access to water, sanitation and hygiene services through the implementation of the national flagship programmes—Swachh Bharat Mission (Gramin) and Jal Jeevan Mission (JJM). While open defecation-free (ODF) status has been achieved across rural Odisha and significant infrastructure has been created under JJM, a critical challenge persists: the financing gap for households to access, upgrade, and sustain quality WASH facilities, particularly safe sanitation and piped drinking water connections.
UN ORGANISATION and Water.org's collaboration with Odisha Livelihoods Mission (OLM) has demonstrated that WASH microloans channelled through SHGs can catalyse last-mile access to WASH services and create rural livelihood opportunities. However, the translation of state-level WASH financing frameworks into district and block-level implementation requires dedicated ground-level coordination, handholding and monitoring support. The SHG ecosystem, while large and well-networked, requires intensive, field-based facilitation to integrate WASH financing products, support WASH enterprises, and ensure vulnerable and hard-to-reach households are covered.
Two (02) District-level Project Coordinators will be deployed in priority districts (to be identified based on WASH financing scale-up priorities) providing dedicated field-level technical assistance to OLM District Mission Management Units (DMMUs), SHG federations, block-level functionaries and community institutions for the implementation and monitoring of WASH financing interventions. Each Coordinator will be assigned six (06) districts: two (02) designated focus districts and four (04) additional districts, with priority attention given to the immersion blocks across these districts.
