Job Title: Lead - Finance
Location: New Delhi
Level – Band B
Type of employment: Term contract
Role: To provide strategic leadership for the Finance, Human Resources, and Administration functions of IGSSS by ensuring sound financial management, strong internal controls, effective people management, efficient administrative systems, and compliance with statutory and donor requirements. The position will support the Executive Director in strengthening organisational performance, institutional sustainability, risk management, and operational excellence while contributing to the achievement of the organisation's strategic priorities.
Key Performance Accountabilities
1. Financial Management: Provide strategic leadership and oversight of the organisation's financial management function by establishing, implementing, and continuously strengthening financial policies, systems, procedures, and internal controls in accordance with generally accepted accounting principles, organisational policies, donor requirements, and applicable statutory regulations. Lead all finance and accounting operations, including budgeting, financial planning, treasury and cash flow management, payroll, asset and inventory management, accounts payable and receivable, general ledger management, financial reporting, and fund management. Ensure timely preparation and analysis of financial statements, management accounts, budget variance reports, financial forecasts, and cash flow projections to support informed decision-making by the Executive Director and the Management Team. Maintain effective financial risk management systems, safeguard organisational assets, optimise the utilisation of financial resources, and ensure transparency, accountability, and financial sustainability across all organisational operations. Support organisational planning by providing strategic financial advice, strengthening financial systems, and promoting a culture of sound financial stewardship and continuous improvement.
2. Project Management: Lead the financial management of all grants, contracts, and donor-funded programmes by ensuring sound financial planning, budgeting, compliance, reporting, and risk management throughout the project cycle. Collaborate with Programme Managers in developing competitive funding proposals, preparing donor budgets, negotiating financial terms, and ensuring compliance with donor regulations. Establish robust financial monitoring systems to track project performance, analyse budget variances, manage cash flow requirements, and provide strategic financial advice for informed decision-making. Ensure timely submission of high-quality financial reports, coordinate donor audits, maintain complete grant documentation, and strengthen financial accountability across all projects while supporting the organisation in sustaining strong donor relationships.
3. Legal and Statutory Compliance: Ensure full compliance with all applicable statutory, legal, regulatory, and donor requirements governing the organisation. Oversee timely statutory registrations, renewals, filings, returns, assessments, and reporting related to the Income Tax Act, FCRA, Provident Fund (PF), Employees' State Insurance (ESI), Professional Tax, Goods and Services Tax (GST), labour laws, the Societies Registration Act, and all other applicable Government of India regulations. Coordinate with statutory authorities, auditors, consultants, and legal advisors to ensure compliance, minimise organisational risk, and maintain the organisation's legal standing. Establish robust compliance monitoring systems, maintain all statutory records and documentation, and ensure timely submission of all mandatory reports and returns to regulatory authorities and donors.
4. Contribution to Strategic plan along with all key personnel: Support the overall process of management and organisational decision-making to ensure that IGSSS optimises its short, medium and long-term sustainability and growth in line with the vision and strategy of the organisation
5. Working closely with the Executive Director, the role has significant input into the human resources, infrastructure, risk management & compliance: Assist in the development of operational policies and procedures for IGSSS, and ensure internal financial and administrative systems and procedures are geared towards financial excellence and credibility.
6. Capacity Building: Take overall responsibility for the capacity building and finance training of the staff within IGSSS.
7. HR and Administration Management: Manage and ensure proper execution of the Human Resources and Administration functions of the organisation by ensuring effective implementation of HR policies, recruitment, performance management, staff development, employee welfare, and statutory compliance. Oversee administrative systems including procurement, office and facility management, asset management, vendor management, travel, and infrastructure to ensure efficient, compliant, and cost-effective organisational operations. Strengthen organisational systems and internal controls by promoting collaboration across Finance, HR, and Administration functions in support of the organisation's strategic objectives.
PERSON SPECIFICATIONS
The position is responsible to the Executive Director but works with all staff and external advisers such as auditors, lawyers, consultants etc.
Educational Qualifications
• Chartered Accountant (CA), or MBA (Finance) from a recognised institution. A Master’s Degree in Finance, Commerce, Business Administration, or a related field is desirable.
• Additional qualifications or certification in Human Resource Management, Administration, or Project Management will be an added advantage.
• Sound knowledge of Indian accounting standards, taxation, FCRA, labour laws, statutory compliance, and donor financial management is essential.
Experience
• Minimum 12–15 years of progressively responsible experience in finance, accounting, and organisational management, with at least 5 years in a senior leadership role.
• Demonstrated experience in leading finance, human resources, and administration functions in a not-for-profit organisation, international NGO, development organisation, or a similar institution.
• Proven experience in financial planning and budgeting, grant and donor fund management, statutory and internal audits, financial reporting, taxation, and regulatory compliance.
• Experience of managing multi-donor funded programmes will be an advantage.
• Strong understanding of FCRA, Income Tax Act, GST, labour laws, and other statutory and regulatory requirements applicable to NGOs in India.
• Experience in developing financial systems, strengthening internal controls, risk management frameworks, organisational policies, and institutional capacity.
• Demonstrated ability to lead multidisciplinary teams, mentor staff, manage organisational change, and work closely with senior management, governing boards, auditors, and external stakeholders.
• Excellent analytical, strategic planning, communication, and decision-making skills, with proficiency in financial management software and Microsoft Office applications.
