Position: Index Testing Coordinator
1. Background
Index Testing is a strategic HIV case-finding approach that systematically identifies and offers HIV testing services to the sexual partners, injecting partners, biological children (where applicable), and other priority contacts of People Living with HIV (PLHIV). The approach is a proven, high-yield intervention that contributes significantly towards achieving the first 95 target by identifying undiagnosed PLHIV and linking them to treatment services.
To accelerate progress towards the NACP 95-95-99 targets, the CSCs will engage dedicated Index Testing Coordinators to strengthen partner elicitation, community-based HIV screening, linkage to HIV testing services, and enrolment into ARTC
The Index Testing Coordinator will work under the supervision of the CSC Coordinator and in close coordination with ART Centres, ICTCs, DAPCU/DISHA, and community networks, and outreach teams and responsible for implementing Index Testing services at the community level by identifying eligible partners of PLHIV, providing confidential counselling, facilitating HIV screening and confirmatory testing, ensuring prompt linkage to ART services, and maintaining high-quality programme documentation and reporting.
Criteria
The Index Testing Coordinator should possess the following qualifications and competencies:
Educational Qualification and Experience
• Graduate in Social Work, Psychology, Sociology, Nursing, Public Health, or any related discipline.
• Candidates with relevant experience may be considered even if they do not fully meet the educational qualification
• 3 Years work Experience in HIV Programmes, community health and counselling
• Experience of working with CSC, TI, or community-based organisation is desirable.
• Persons Living with/KP individual with relevant programme experience are strongly encouraged to apply.
Skills and Competencies
The candidate should possess:
• Strong communication and interpersonal skills.
• Excellent counselling and active listening skills.
• Strong community mobilization and networking abilities.
• Ability to maintain confidentiality and ethical standards.
• Good documentation and reporting skills.
• Basic computer knowledge including MS Office.
• Ability to travel extensively within assigned geographical areas.
Preference
Preference shall be given to:
• Persons Living with HIV (PLHIV).
• Members of affected communities or KP individual
• Individuals with previous experience in Index Testing, HIV counselling, or Community-Based Screening (CBS).
Roles and Responsibilities
The Index Testing Coordinator shall be responsible for implementing all activities related to Index Testing under the CSC.
A. Community Outreach and Partner Identification
• Strengthen community outreach to improve Index Testing coverage.
• Identify eligible sexual partners, injecting partners, and other priority at risk contacts of PLHIV.
• Conduct systematic partner elicitation using approved national guidelines.
• Build trust and rapport with clients to encourage voluntary disclosure of partner information.
• Ensure confidentiality throughout the Index Testing process.

B. Counselling and Risk Assessment
• Provide confidential pre-test and post-test counselling.
• Conduct comprehensive risk assessments.
• Explain the benefits of Index Testing and obtain informed consent.
• Address fears, stigma, discrimination, and confidentiality concerns.
• Promote voluntary partner notification using client-preferred approaches.

C. HIV Screening and Referral
• Conduct Community-Based HIV Screening (CBS) where applicable.
• Facilitate HIV screening through approved screening methods.
• Ensure timely referral of all reactive clients to designated ICTCs for confirmatory HIV testing.
• Coordinate with ICTCs to ensure completion of confirmatory testing.

D. Linkage to Treatment
• Ensure immediate linkage of all confirmed HIV-positive individuals to ART Centres.
• Facilitate ART registration and treatment initiation.
• Support newly diagnosed individuals through treatment preparedness counselling.
• Coordinate with CSC staff to provide adherence counselling and follow-up services.
• Ensure follow-up of clients who miss appointments or are lost to follow-up.

E. Coordination
• Coordinate regularly with:
o Care and Support Centres (CSC)
o ICTCs
o ART Centres
o DAPCU
o SACS
o Community-Based Organisations (CBOs)
o Targeted Intervention (TI) projects
o PLHIV Networks
Participate in district review meetings and programme planning meetings.
Documentation, Monitoring and Reporting
The Index Testing Coordinator shall maintain complete and accurate programme records including:
• Weekly records of partner elicitation, HIV screening, referrals, confirmatory testing, ART linkage, and outcomes.
• Informed consent documentation.
• Counselling records.
• Referral slips.
• HIV screening registers.
• Community-Based Screening (CBS) registers.
• HIV screening cascade reports.
• HIV screening kit stock register.
• Daily field activity records.
• Prepare and submit Monthly Progress Reports (MPRs) to the Project Coordinator.
• Coordinate monthly validation of all referrals with ICTCs through Part-C of referral slips.
• Ensure data accuracy and completeness before submission.
• Submit validated reports to CSC, DAPCU, SACS, and other reporting authorities as required.
• Support programme monitoring visits, audits, and data verification exercises.
Monthly Performance Targets
The expected minimum monthly targets are as follows:

Sexual and Injecting Partners Screened 50
Other Priority Index Partners Screened 150
Total Individuals Screened 200
Based on programme assumptions, each Index Testing Coordinator is expected to facilitate HIV screening for at least 200 eligible partners per month through Community-Based Screening (CBS) or referral to ICTCs. Performance will be reviewed monthly based on programme outcomes, HIV positivity yield, linkage to treatment, and data quality.
Report to CSC Coordinator
Remuneration
The Index Testing Coordinator shall receive a fixed monthly remuneration Rs 12000 as approved under the project.
Where applicable, performance-based incentives may be provided based on achievement of agreed programme targets, quality of documentation, successful linkage to ART, and validated programme outcomes.
Travel for field activities shall be reimbursed as per the project norms and approved budget.
