This RFP is issued for empanelment only. Empanelment does not create any entitlement to a work order, minimum business volume, exclusivity or reimbursement of proposal preparation costs.
1. INTRODUCTION AND BACKGROUND
AROH Foundation invites proposals from experienced, technically competent and financially sound development agencies, implementation partners, contractors, service providers and vendors for empanelment to undertake CSR, community development, infrastructure, renewable energy, water conservation, natural resource management and allied development projects across India. The RFP is intended to establish a pre-qualified pool of agencies that can be considered for project-specific assignments in accordance with AROH Foundation’s procurement procedures and the requirements of its CSR, donor, government and institutional partners.
AROH Foundation intends to create a reliable and technically capable partner ecosystem covering planning, design support, procurement, supply, installation, construction, testing, commissioning, operation and maintenance, capacity building and other implementation services, as applicable to individual projects.
Empanelment is a pre-qualification mechanism. An empanelled agency may subsequently be invited to participate in project-specific RFQs, limited bids, competitive quotations, technical-commercial evaluations or other procurement processes. Empanelment shall not constitute a commitment to award any work, any minimum business volume, exclusivity or a right to participate in every future procurement.
2. OBJECTIVE OF THE RFP
The objectives of this RFP are to:
- identify agencies with demonstrated technical, managerial, financial and operational capability;
- create category-wise and geography-wise pools of qualified implementation partners;
- enable faster and more competitive procurement for project-specific requirements while maintaining appropriate due diligence and quality standards;
- secure reliable implementation capacity in rural, remote, tribal, hilly, North-Eastern, Himalayan and other difficult-toaccess locations; and
- establish a transparent basis for subsequent allocation of work based on technical suitability, experience, capacity, geography, past performance, commercial competitiveness and project requirements.

Agencies may apply for one or more categories. AROH Foundation may empanel multiple agencies in the same category and may add, modify or refine categories in future procurements based on programme requirements.

- Solar PV systems and decentralised solar solutions
- Solar street lighting
- Solar water pumping and solar irrigation systems
- Solar-powered drinking-water systems
- Solar systems for schools, institutions and community facilities
- Solar-powered livelihood infrastructure
- Supply, installation, testing and commissioning (SITC)
- Electrical and allied works
- Operation and maintenance of solar installations
- Other renewable-energy and clean-energy interventions
B. School, Anganwadi & Education Infrastructure
- Classroom renovation and refurbishment
- School and institutional infrastructure improvement
- Smart classrooms and digital learning infrastructure
- Smart Anganwadi Centres
- STEM/Science Labs and Mini Science Centres
- Libraries and learning spaces
- Civil, electrical, plumbing and allied works

The above scope is indicative and non-exhaustive. Individual Work Orders/Contracts shall define the exact scope, specifications, deliverables, BOQ, service levels, completion schedule, testing requirements, warranty/DLP and payment terms. No bidder shall assume that inclusion of an activity in this RFP constitutes an obligation on AROH Foundation to procure that activity.
