About Project: SAATHII is implementing an integrated malaria and dengue prevention and control project across seven high-burden geographies in Maharashtra, including the districts of Gadchiroli, Gondia, Chandrapur, and Palghar, and the Municipal Corporations of Brihanmumbai (BMC), Thane, and Kalyan-Dombivli. The project aims to reduce malaria and dengue-related morbidity and mortality by strengthening disease surveillance, early diagnosis, case management, integrated vector management, community engagement, and health system capacities. The intervention is aligned with the National Framework for Malaria Elimination (NFME), the National Strategic Plan for Integrated Vector Management (2024–2030), and the Maharashtra State Vector Borne Disease Control Programme, supporting evidence-based, sustainable, and community-centred approaches to accelerate malaria elimination and strengthen dengue prevention and control.
Purpose:
The Project Manager will provide overall technical, strategic, and operational leadership for the integrated Malaria and Dengue Prevention and Control Project implemented across seven high-burden geographies in Maharashtra, comprising the districts of Gadchiroli, Gondia, Chandrapur, and Palghar, and the Municipal Corporations of Brihanmumbai (BMC), Thane, and Kalyan-Dombivli. The incumbent will be responsible for ensuring effective planning, implementation, coordination, monitoring, quality assurance, stakeholder engagement, financial oversight, and reporting of all project activities. The Project Manager will work closely with the National Centre for Vector Borne Disease Control (NCVBDC),
National Health Mission (NHM), district health authorities, municipal corporations, Panchayati Raj Institutions, development partners, and communities to strengthen malaria elimination and dengue prevention efforts while ensuring timely achievement of project goals, sustainability, and donor compliance.
Roles and Responsibilities :
1. Provide overall strategic, technical, and operational leadership for planning, implementation, monitoring, and successful delivery of the integrated malaria and dengue project across all intervention districts and municipal corporations in Maharashtra.
2. Develop annual implementation plans, work plans, budgets, operational strategies, and monitoring frameworks in alignment with the National Framework for Malaria Elimination (NFME), National Strategic Plan for Integrated Vector Management (2024–2030), NCVBDC guidelines, and Maharashtra State Vector Borne Disease Control Programme priorities.
3. Lead and supervise the multidisciplinary project team comprising Senior Project Officers, Finance Officer, Monitoring & Evaluation personnel, Block/Ward Coordinators, Community Engagement Promoters, and other technical staff to ensure effective implementation and achievement of project milestones.
4. Provide technical oversight for implementation of integrated interventions related to malaria elimination and dengue prevention, including disease surveillance, active case detection, vector control, integrated vector management, behaviour change communication, outbreak preparedness and response, digital disease surveillance, GIS-enabled hotspot mapping, community engagement, and health system strengthening.
5. Establish and maintain strong partnerships with NCVBDC, NHM, State and District Health Departments, Municipal Corporations, Tribal Development Department, Forest Department, Education Department, Panchayati Raj Institutions, academic institutions, private healthcare providers, CSR partners, and other stakeholders to promote convergence and maximize programme impact.
6. Lead advocacy and policy dialogue with government and development partners to strengthen programme ownership, mobilize additional resources, facilitate scale-up of successful interventions, and promote adoption of innovative approaches for malaria and dengue control.
7. Oversee project monitoring, supportive supervision, quality assurance, and performance review systems, ensuring regular field monitoring visits, timely identification of implementation gaps, and development of corrective action plans.
8. Guide implementation of digital innovations, including GIS-based hotspot surveillance, AI-supported disease intelligence, mobile reporting platforms, dashboard-based programme monitoring, and data-driven decision-making systems.
9. Review epidemiological, programme, and operational data on a regular basis to monitor trends, assess project performance, identify priority areas for intervention, and support evidence-based programme planning.
10. Ensure timely preparation and submission of high-quality donor reports, technical reports, work plans, financial reports, success stories, policy briefs, presentations, publications, and other project documentation.
11. Promote operational research, documentation of best practices, process evaluations, and dissemination of project learnings through technical forums, conferences, publications, and stakeholder consultations.
12. Oversee financial planning, budget utilization, procurement coordination, compliance with donor requirements, risk management, and efficient utilization of project resources in close coordination with finance and administrative teams.
13. Ensure compliance with organizational policies, donor regulations, safeguarding principles, statutory requirements, and quality standards throughout project implementation.
14. Lead capacity-building initiatives for project staff, government officials, healthcare providers, frontline workers, community volunteers, and other stakeholders to strengthen technical and managerial competencies.
15. Facilitate sustainability planning by institutionalizing successful interventions within government systems, strengthening community ownership, and supporting the transition of project activities to local institutions.
16. Represent SAATHII and the project at national, state, district, donor, technical, and policy-level meetings, consultations, workshops, and review forums.
17. Foster a culture of teamwork, innovation, accountability, continuous learning, and results-oriented programme management across the project.
18. Undertake any other responsibilities assigned by the organization to support the successful implementation of malaria and dengue prevention and control initiatives.
Qualifications and skills:
1. Master's degree in Public Health, Health Management, Epidemiology, Community Medicine, Social Sciences, Development Studies, Management, or another relevant discipline. Candidates with exceptional programme management experience in public health may also be considered.
2. Minimum 8–10 years of progressively responsible experience managing large-scale public health or development programmes, preferably in vector-borne disease control, infectious diseases, community health, or health systems strengthening.
3. Demonstrated experience working with National Health Mission (NHM), NCVBDC, State Vector Borne Disease Control Programmes, District Health Authorities, Municipal Corporations, Tribal Health Programmes, and other government systems.
4. Strong technical understanding of malaria elimination, dengue prevention and control, integrated vector management, disease surveillance, outbreak preparedness and response, epidemiology, public health programme management, and health systems strengthening.
5. Proven experience leading multidisciplinary teams and managing complex, multi-district, donor-funded programmes involving multiple stakeholders.
6. Demonstrated expertise in strategic planning, programme implementation, monitoring and evaluation, performance management, quality improvement, and risk management.
7. Experience in using programme data, GIS platforms, dashboards, and digital health tools for planning, monitoring, decision-making, and programme improvement.
8. Strong skills in stakeholder engagement, partnership building, advocacy, negotiation, and government liaison across state, district, and community levels.
9. Experience in donor reporting, proposal development, budgeting, financial oversight, grants management, and ensuring compliance with donor and organizational policies.
10. Excellent analytical, organizational, leadership, communication, presentation, and interpersonal skills with the ability to manage multiple priorities in a dynamic environment.
11. Demonstrated ability to mentor and build the capacity of technical teams, government counterparts, and community-based stakeholders.
12. Excellent oral and written communication skills in English are essential. Proficiency in Marathi is mandatory, and working knowledge of Hindi will be an added advantage for effective coordination with government stakeholders, communities, and field teams.
13. Experience in operational research, programme documentation, knowledge management, scientific writing, and dissemination of best practices will be an added advantage.
14. High level of proficiency in Microsoft Office Suite, particularly Excel and PowerPoint, and familiarity with digital reporting systems, data visualization platforms, and project management tools.
15. Willingness to travel extensively across Maharashtra and undertake regular field visits to support programme implementation, monitoring, stakeholder engagement, and quality assurance.
Remuneration: Salary will be commensurate with skills, qualifications, years of experience, and current pay scale.
