Headquartered in Chennai with 7 offices across the country, SAATHII partners with government agencies, civil society organizations, communities, academic institutions, and development partners to strengthen health systems and implement evidence-based programmes in infectious diseases, maternal and child health, community systems strengthening, and public health. Through technical assistance, capacity building, research, advocacy, knowledge management, and programme implementation, SAATHII supports national and state priorities to improve health outcomes and reduce inequities.

About Project: SAATHII is implementing an integrated malaria and dengue prevention and control project across seven high-burden geographies in Maharashtra, including the districts of Gadchiroli, Gondia, Chandrapur, and Palghar, and the Municipal Corporations of Brihanmumbai (BMC), Thane, and Kalyan-Dombivli. The project aims to reduce malaria and dengue-related morbidity and mortality by strengthening disease surveillance, early diagnosis, case management, integrated vector management, community engagement, and health system capacities. The intervention is aligned with the National Framework for Malaria Elimination (NFME), the National Strategic Plan for Integrated Vector Management (2024–2030), and the Maharashtra State Vector Borne Disease Control Programme, supporting evidence-based, sustainable, and community-centred approaches to accelerate malaria elimination and strengthen dengue prevention and control.

Purpose:
The Senior Project Officer will be responsible for leading the planning, implementation, coordination, monitoring, and quality assurance of integrated malaria and dengue prevention and control interventions within the assigned project geography. Working under the guidance of the Project Manager, the incumbent will provide technical and operational leadership to district and field teams, strengthen coordination with government health systems and municipal authorities, ensure timely implementation of project activities, and support achievement of project targets related to disease prevention, surveillance, vector control, early diagnosis, treatment, community engagement, and health systems strengthening. The Senior Project Officer will serve as the primary focal point for programme implementation at the district/municipal level while ensuring alignment with the National Framework for Malaria Elimination (NFME), National Strategic Plan for Integrated Vector Management (2024–2030), NCVBDC guidelines, and Maharashtra State Vector Borne Disease Control Programme priorities.

Roles and Responsibilities :

1. Lead the planning, implementation, coordination, and monitoring of all malaria and dengue interventions within the assigned project geography, ensuring timely achievement of project milestones, outputs, and outcomes.
2. Coordinate closely with District Health Departments, Municipal Corporations, NCVBDC officials, NHM, Urban and Rural Health Facilities, Panchayati Raj Institutions, Urban Local Bodies, and other government stakeholders to facilitate convergence, joint planning, and effective implementation of project activities.
3. Supervise Block Coordinators and Community Volunteers in executing all project interventions, including active case detection, treatment adherence monitoring, LLIN distribution, source reduction (“Dry Day” campaigns), larvivorous fish deployment, and fever camps.
4. Plan and oversee community mobilization, IEC/BCC activities (door-to-door IPC, street theatre, school engagement, Community Champions), and stakeholder consultations with PRIs, SHGs, MAS, youth groups, and traditional leaders.
5. Facilitate mapping of high-risk villages, wards, construction sites, slum settlements, migrant populations, breeding hotspots, and vulnerable communities using GIS-enabled and digital surveillance tools to support evidence-based planning and targeted interventions.
6. Organize and facilitate capacity-building programmes for ASHAs, ANMs, MPWs, Medical Officers, laboratory personnel, Urban Primary Health Centre staff, frontline workers, community volunteers, teachers, and other stakeholders on national guidelines, SOPs, job aids, digital tools, and integrated vector-borne disease control strategies.
7. Monitor progress against logframe indicators (e.g., testing rates, treatment completion, household coverage of vector control, etc) and support corrective actions.
8. Contribute to risk mitigation, sustainability efforts, and handover to government structures and communities.
9. Support outbreak preparedness and rapid response by coordinating with government authorities during malaria and dengue outbreaks, seasonal surges, and public health emergencies.
10. Monitor progress against project indicators, review programme performance regularly, identify implementation gaps, and implement corrective actions in consultation with the Project Manager and government counterparts.
11. Facilitate documentation of programme achievements, innovations, best practices, case studies, success stories, lessons learned, and operational challenges to support organizational learning and knowledge dissemination.
12. Prepare and submit timely, accurate, and high-quality technical reports, monthly progress reports, quarterly reviews, presentations, field visit reports, and other programme documentation required by the organization, government, and donor.
13. Promote the sustainability of project interventions by strengthening community ownership, institutionalizing successful approaches within government systems, and supporting the transition of activities to local stakeholders.

Qualifications and skills:
1. Master's degree or equivalent in Sociology, Public Health, Social Sciences, or a related field with strong programme management and stakeholder management skills. Candidates with a bachelor's degree and exceptional relevant experience may also be considered.
2. Minimum three years of experience implementing community health or vector-borne disease programs in rural/urban settings.
3. Demonstrated experience working with government health systems, particularly NHM,
NCVBDC/vector-borne disease control programmes, district health authorities, municipal bodies, and frontline health workers (ASHAs, ANMs, and other community health cadres).
4. Strong understanding of malaria and dengue epidemiology, integrated vector management, disease surveillance systems, prevention and control strategies, and community-based health interventions.
5. Proven experience in programme planning, implementation, monitoring, performance tracking, and translating data into actionable recommendations for programme improvement.
6. Skills in monitoring field operations and delivering initiatives on time.
7. Fostering sustainable relationships with district-level government health departments.
8. Maintaining operations and guiding teams effectively
9. Understanding of state public health priorities, health policies, and advocacy approaches to promote evidence-based programme implementation.
10. Experience in supporting outbreak preparedness, response coordination, and maintaining effective programme operations during public health emergencies.
11. Proficiency in computer applications, including MS Office Suite (especially advanced Microsoft Excel), data management platforms, and digital reporting tools.
12. Excellent oral and written communication skills in English are essential. Proficiency in Marathi is mandatory, and working knowledge of Hindi will be an added advantage for effective coordination with government stakeholders, communities, and field teams.
13. Strong organizational, leadership, interpersonal, and team management skills, with the ability to work independently and collaboratively in a complex, multi-stakeholder environment.
14. Willingness to travel extensively across project locations for programme monitoring, supportive supervision, capacity building, and quality assurance activities.
Remuneration: Salary will be commensurate with skills, qualifications, years ‘of experience, and current pay scale.
