Shramjivi Mahila Samity (SMS) is a women-led civil society organization based in Jharkhand, working for over three decades to advance gender equality, constitutional values, local democracy, environmental justice, and the rights of marginalized communities. SMS partners with communities, government institutions, and civil society organizations to strengthen democratic participation and build inclusive, sustainable livelihoods.
About the Programme
SMS is implementing the Fellowship Programme and the Local Democracy (LD) Programme, to nurture youth leadership, strengthen constitutional values, promote active citizenship, and deepen democratic governance across four districts of Jharkhand.

Position Summary
The Program Lead will provide strategic and operational leadership to both programmes, ensuring high-quality planning, implementation, monitoring, documentation, and reporting. The position requires a dynamic professional who can mentor Fellows, coordinate multidisciplinary teams, engage with government and civil society stakeholders, and ensure timely achievement of programme outcomes.
Key Responsibilities
• Lead the planning, coordination, implementation, monitoring, and review of both programmes.
• Prepare annual, quarterly, and monthly work plans and track progress against programme goals.
• Lead programme documentation, data analysis, result matrix tracking, and knowledge management.
• Build the capacity of Fellows through mentoring, review, cross-learning, and thematic learning processes.
• Develop training modules, learning resources, and documentation materials.
• Facilitate coordination with government departments, academic institutions, CSOs, and other stakeholders.
• Support campaigns and strengthen the Fellows' and volunteers' network on constitutional values.
• Ensure timely submission of high-quality reports and donor deliverables.
• Work closely with the Chief Functionary and Project Coordinators to strengthen programme quality and impact.

Essential Qualifications & Experience
• Master's degree in Social Work, Development Studies, Rural Development, Sociology, Political Science, Public Policy, or a related discipline.
• Minimum 7 years of progressively responsible experience in programme management within the development sector.
• Experience in youth leadership, governance, constitutional values, local democracy, fellowship programmes, or community institutions.
• Strong skills in planning, monitoring, documentation, report writing, data analysis, and facilitation.
• Excellent interpersonal, communication, mentoring, and stakeholder engagement skills.
• Proficiency in Microsoft Office, digital documentation, and online collaboration tools.
• Fluency in English and Hindi. Knowledge of tribal languages is desirable.
• Willingness to travel extensively across Jharkhand.
