Position Title : Accounts Officer

Duration : Up to December 2026 (Further contract extension
subject to performance and fund availability)

Background:
A dedicated State Family Welfare Cell under administrative control of DFW (O) and supported by UNFPA has been established at the Directorate of Family Welfare for providing technical assistance for strengthening planning and quality assurance in family planning services; (facilitate compliance to the Hon’ble Supreme Court Directives) working out operational mechanisms to promote informed choices including reproductive rights and strengthen logistics management information system for contraceptive commodity security. Further, SFW Cell will continue providing technical assistance in effective roll out of new contraceptive methods in the state as per the Govt. of India guidelines.

A. Job Responsibilities:

The specific roles and responsibilities of the position are briefly given below :

• Establish accounting systems and procedures and internal controls on a regular basis of the project.
• Prepare records and administer reporting formats in order to ensure that all financial transactions are accurately recorded and adequately monitored and provide sufficient information for decision-making and projections.
• Prepare monthly, quarterly and annual financial management reports and suggest appropriate corrective actions.
• Prepare yearly financial plans and budgets, timely disbursement of funds with the prior approval of Director, for the effective implementation of the project.
• Ensure to meet all the financial reporting requirements of the project under the project agreement of UNFPA.
• Carry out regular internal checks and coordinate for internal or external audits for meeting audit requirements, and submit audit reports as required.
• Maintain proper stock registers and records and ensure that all purchase/procurements are in accordance with the set norms and within the approved budget lines.
• Support in Logistics Management in organizing the Training, meeting & Workshops
• Will act as focal point for all assurance activities being undertaken for the project
• Will compile data, facilitate in analysis and documentation.
• Ensure timely submission of the Financials Reports and other documents as required
• Public relation and public grievance redressal
• Maintain all HR related record of the project.
• S/he shall report to the Director, Family Welfare and Additional Director through Program Manager and shall be responsible for all agreed outputs and provide strategic support as necessary.

2 Qualification and Experience:
• Master’s degree in Finance Management/ Financial Accounting or any relevant field.
• Computer knowledge along with accounting software is required.
• Minimum 3 years of post-qualification experience in working in finance function with specific emphasis on financial budgeting and fund disbursement. Knowledge of working with MS office environment is essential.
• At least 3 years’ experience in handling accounts in government Sector/NGO or Govt. Funded Agency.

3 Consultancy Fee:
• INR. 45,000/- to INR.50,000/- per Month based on salary history and experience. In addition, laptop and communication allowances will also be provided to the selected candidates.

4 Tenure of engagement:
• Up to December 2026 (Further contract extension subject to performance and fund availability)
