Position Title : District Consultant-RMNCHA+N
Number of Positions : Two
Location : Rayagada & Nabarangpur (subject to change as per the need)
Reporting to : Chief District Medical & Public Health Officer (CDMPHO)
Nature of Position : Contractual
Duration : up to Dec 2026 (Further contract extension
subject to performance and fund availability)

A. Background
Directorate of Family Welfare (DoFW) is one of the leading Directorates functioning under Health and Family Welfare Department of Govt. of Odisha (GoO) as an administrative agency of Family Welfare programme of the State. The principal objective of the Directorate is to stabilize the population and to provide Health services including (Immunization) to both pregnant mother and children. Since the last 48 years the Family Welfare Programme is being implemented in the State with financial assistance of Govt. of India. The Family Planning Programme is not merely intended for population stabilization now, but it has much larger perspective in holistic approach towards Reproductive and Child health Services, Family Planning, Immunization, Training etc. comprising a comprehensive health care package.

The United Nations Population Fund (UNFPA) has been in longstanding partnership with Directorate of Family Welfare, National Health Mission, Government of Odisha. UNFPA has been extending its support to DoFW in the areas of Family Planning, Maternal Health, Quality Assurance and Adolescent Health. A dedicated Technical Support Unit (TSU) of UNFPA is placed at Directorate of Family Welfare and in aspirational/high priority districts of Odisha to support the work in the above areas.

From January 2023, UNFPA has entered into its tenth country programme cycle (2023-2027) and has renewed its partnership with DoFW, Government of Odisha. In the tenth country programme cycle, UNFPA and NHM Odisha has mutually agreed to strengthen the existing partnership base, and extend the work on Family Planning, Quality Assurance/Maternal Health, Adolescent Health aspirational district support and a dedicated work on improving Sexual and Reproductive Health (SRH)

The district consultant will report to CDMPHO and will work under the guidance of TSU at State, UNFPA state office in co-ordination with the National Health Mission Odisha. Based at Rayagada and Nabarangpur districts, the District Consultant will be responsible for coordinating and strengthening the work on SRH, Family Planning, Quality Assurance/Maternal Health, Adolescent Health aspirational district support with a rights-based approach. More specially the work will entail the following:

B. Job Description/Responsibilities

1. Strategic Planning & Monitoring
• Analyze situational data to identify service delivery gaps.
• Develop health action plans for poor-performing blocks.
• Support district missions with planning and implementation. [1]

2. Facility Assessments & Quality Assurance
• Inspect 6 to 8 health facilities monthly across two blocks (CHCs, HWCs, PHCs, and VHND sessions).
• Enter assessment data online using standard UNFPA checklists for Supportive Supervision Visits.
• Implement quality frameworks including DQAC, LaQShya, NQAS, and Kayakalp.

3. Family Planning & Reproductive Health Services
• Ensure availability of 4 reversible contraceptives, safe delivery, RTI/STI management, and unsafe abortion prevention.
• Support the district in roll out of newer contraceptives (SC MPA & Implants)
• Enforce guidelines for Antara screening, PPIUCD, and sterilization consent.
• Manage supply chains using the FPLMIS platform.

4. Flagship Program Delivery
• Operationalize facilities like HWCs, Delivery Points, and First Referral Units.
• Roll out the School Health and Wellness Program.
• Facilitate national/state schemes including SUMAN, Sampurna, PMSMA, School Health and Wellness Program and RKSK.

5. Community Outreach & Capacity Building.
• Organize training sessions to upskill healthcare workers.
• Support maternal death reviews (MDSR) and aspirational district reviews.

6. Data Analysis & Reporting
• Analyze and present health indicators at monthly Medical Officer meetings and share any gaps with the TSU for timely action

7. Any other task as assigned subject to priority

C. Deliverables:
1. Situational analysis report on health system of the district
2. Field visit and activity report from the district in prescribed formats
3. Quarterly and half yearly progress report of the district from the baseline

D. Qualification and Experience:

• Graduate in any discipline with Masters in Public Health, Post-Graduate degree in Management, or Social Science, or equivalent stream and related subjects
• Experience of at least 2-3 years in health program management at district / state level
• Working experience and or familiarity with the government health system will be an added advantage.
• Technical knowledge and field experience in public health programs particularly reproductive health and family planning.

E. Skills & Competencies

1. Good communication skills in English. Knowledge of Odia will be advantageous.
2. Effective interpersonal skills and ability to work in diverse teams.
3. Ability to develop analytical reports and documentation skills.
4. Good skills in operating computers and MS Office package
5. Willingness and ability to travel extensively.
F. Duration of contract: Up to December 2026
F. Remuneration: The consultancy fees will range from 65,000 pm to 70,000 per month and will commensurate with the salary history of candidates. In addition, laptop and communication allowances will also be provided to the selected candidates.
