Position Title : Monitoring and Evaluation (M&E) Associate

subject to performance and fund availability)
A. Background
Directorate of Family Welfare (DoFW) is one of the leading Directorates functioning under Health and Family Welfare Department of Govt. of Orissa (GoO) as an administrative agency of Family Welfare programme of the State. The principal objective of the Directorate is to stabilize the population and to provide Health services including (Immunization) to both pregnant mother and children. Since last 48 years the Family Welfare Programme is being implemented in the State with financial assistance of Govt. of India. The Family Planning Programme is not merely intended for population stabilization now, but it has much larger perspective in holistic approach towards Reproductive and Child health Services, Family Planning, Immunization, Training etc. comprising a comprehensive health care package.
The United Nations Population Fund (UNFPA) has been in longstanding partnership with Directorate of Family Welfare, National Health Mission, Government of Odisha. UNFPA has been extending its support to DoFW in the areas of Family Planning, Maternal Health, Quality Assurance and Adolescent Health. A dedicated Technical Support Unit (TSU) of UNFPA is placed at Directorate of Family Welfare and in six aspirational districts of Odisha to support the work in the above areas. From January 2023, UNFPA has entered into its tenth country programme cycle (2023-2027) and has renewed its partnership with DoFW, Government of Odisha. In the tenth country programme cycle, UNFPA and NHM Odisha has mutually agreed to strengthen the existing partnership base, and extend the work on Family Planning, Quality Assurance/Maternal Health, Adolescent Health aspirational district support and a dedicated work on improving Sexual and Reproductive Health (SRH)
Under the guidance of TSU at State, UNFPA state office in co-ordination with the National Health Mission Odisha, Monitoring and Evaluation (M&E) Associate will be responsible for monitoring and reporting of the activities. Develop and maintain programme database and generate quality reports which would further strengthen the Programme. More specially the work will entail the following:
B. Job Description/Responsibilities:
• Assist in the development of draft M&E plans for UNFPA funded programme and projects.
• Identify the capacity gaps in the field and support towards the implementation of a robust M&E system.
• Compile, collate and analyse data coming from M&E, MIS of the project as well as through HMIS and identify project progress analytically.
• Prepare monthly, quarterly and annual progress reports in a timely and in a quality manner
• Prepare drafts of ToRs for Baseline, Mid -term and End of the Program Evaluations for the project
• Undertake M&E reviews and ensure quality control over the outcome of such assessments.
• Assist in the capacity building of Health officials & team members on the use of recommended reporting and monitoring formats and guidelines.
• Develop a field-monitoring plan based on agreed upon progress and target indicator sets and undertake ongoing field and desk monitoring of UNFPA supported interventions.
• Review periodic technical reports of field staff and provide appropriate comments and recommendations
• Consolidate periodic findings and recommendation of periodic progress reports Participate in and contribute to Technical Working Group meetings.
• Ensure regular data analysis and timely reporting for corrective action.
• Will act as Focal point for any data related assignment for UNFPA Supported programmes
• Undertake any other tasks as assigned by the DoFW/UNFPA.
C. Qualification, experience and skills required:
• The M&E Associate should have a master’s degree in Statistics or Public Administration, Sociology, Social work, MCA, Management or any related field;
• At least 2 years of prior experience on Monitoring and Evaluation, including development of MIS and in generation of analytical reports
• experience in managing field activities including M&E of interventions and results
• A sound understanding of Programme related issues- Technical knowledge and field experience in public health programs particularly FP/ Reproductive Health (RH)/ Maternal Health (MH) in India.
• Supported projects/ programs wherein systematic input, output and process data were collected, summarized, and used to guide programmes
• Computer literacy and experience in management information systems,
• Knowledge of recent developments in programme/project M&E
• Excellent communication and interpersonal skills and be able to work as a team
• Experience of working with the government health system at state level will be preferred.
D. Functional Competency:
• Planning, conceptualization, coordination and analytical skills.
• Proficiency in MS office- word, excel, power point and internet usage.
• Good reporting and documentation skills in English.
• Good communication skills in English. Knowledge of Odia will be advantageous.
E. Remuneration:
• The consolidated remuneration will be between Rs. 45,000 to Rs 50,000 per month based on salary history and experience. In addition, laptop and communication allowances will also be provided to the selected candidates.
