Brief About Foundation for MSME Clusters
Established in June 2005, the Foundation for MSME Clusters (FMC) www.fmc.org.in specializes in the promotion of MSMEs through cluster and value chain led development. FMC was promoted as a Registered Public Charitable Trust with the technical support of a then UNIDO Cluster Development Programme, in June 2005.
It is governed by a very eminent Board of Trustees from the Government, Banks, Academia, Donor institutions and NGOs, ably led by Mr. Ajay Shankar, IAS (ex-Secretary Department of Industrial Policy & Promotion, Govt. of India). FMC undertakes all its operations in line with its vision and mission that are given as under:

Mission: Our mission is to “Assist institutions undertake effective and inclusive cluster based local area development in developing and transition economies.
In India, FMC has worked with around 200 MSME clusters, undertaken studies/research in another 150 MSME clusters and worked with 250 Business Membership Organizations (BMOs) thus benefiting more than 100,000 MSMEs across different sectors and sizes. FMC and its experts have also provided training, handholding, and research on cluster development in 16 other countries across the globe.
Overview of the role: To assist to execute and support accounting, statutory compliance and financial matters of the organization efficiently as per the systems & procedures.
Key Responsibilities:
Financial Strategy and Planning:
• Develop and implement financial strategies to support the NGO’s mission and objectives.
• Prepare annual budgets in collaboration with program and leadership teams.
• Monitor financial performance and recommend corrective actions to achieve financial targets.
Financial Management and Reporting:
• Oversee day-to-day financial operations, including accounts payable/receivable, payroll, and cash management.
• Prepare accurate and timely financial reports, including income statements, balance sheets, and cash flow analyses.
• Ensure compliance with donor reporting requirements and internal policies.
Regulatory Compliance:
• Ensure adherence to local and international financial regulations, tax laws, and audit requirements.
• Coordinate and lead audits, ensuring the timely resolution of findings.
• Maintain robust internal controls and risk management practices.
Donor and Grant Management:
• Manage financial aspects of grants, including budgeting, tracking expenditures, and reporting to donors.
• Support proposal development by preparing financial models and budgets.
Compliances & Audit:
• Knowledge of FCRA, CSR, GST, TDS Companies Act, 80G, GST, incomes Tax and related obligations.
• Coordinate with internal and external auditors for financial audits.
Team Leadership and Capacity Building:
• Supervise and mentor finance staff, fostering professional growth and team cohesion.
Experience & Qualification:
• For Manager 6-10 years account keeping, statutory finance management in Development/NGO sector at Mid-level with educational background of Graduate/ Master/Post Graduate degree in Commerce/ Finance/ MBA in Finance.
Technical Skills:
• Well versed with requirements of Indian Taxation Laws/Acts especially related to FCRA, TDS, Income tax, GST and PF etc.
• Excellent working knowledge on latest Tally and other accounting software
• Experience in Financial Budgeting and Process Controls are added advantages.
• Advanced level of expertise in Microsoft Word, Excel, and Power point.
