Sr. Consultant/Manager – RBSK (Child Health)
National Health Systems Resource Centre (NHSRC), New Delhi on behalf of Ministry of Health & Family Welfare is seeking applications from qualified candidates for the above-mentioned post purely on contractual basis.
Reporting to: Deputy Commissioner and in-charge (Child Health & RBSK), MoHFW
Roles and Responsibilities:
• Techno-managerial support to Ministry of Health & Family Welfare in Rashtriya Bal Swasthya Karyakram (RBSK) Child Health programmes with focus on planning, review, implementation of all work related to child health interventions at National, and in States, in accordance to programme mandate
• Periodic analysis of programme data for effective programme planning and monitoring.
• Collect, collate and analyse State and National data on RBSK on a regular basis.
• Assist MoHFW in establishing monitoring and review mechanisms for RBSK programme.
• Undertake periodic field visits to States/UTs and districts to review programme implementation in the States, identify implementation challenges and support states in charting appropriate solutions or enable linkages with appropriate institutions for technical inputs in the state or at national level in consultation with Program Officer
• Responsible for Programme Implementation Plan of allocated States (PIP) in Child Health through coordinating and incorporating inputs from programme Divisions, analysing for consistency and synergy, reviewing component wise budgets, ensuring adherence to norms and provide inputs to states as required for revision and submission of final PIPs for discussion at the National Programme Coordination Committee meetings.
• Review of technical documents and provide comments on behalf of Ministry of Health& FW on RBSK Child Health
• Provide technical inputs on thematic areas of RBSK implementation – Screening, MHT & Management
• Effectively builds and sustains strategic partnerships with Government Agencies and main constituents, advocate effectively, communicate sensitively across different constituencies
• To prepare convergent plans for Ministry of Health, Ministry of Women & Child Development, Ministry of Education and also Intra-Ministerial departments and their follow-up.
• Builds strong relationships with the Project Management Team and with the project partners, focuses on impact and result for the project partners and responds positively to feedback
• Undertake other assignments, which may be assigned from time to time by the Reporting Authority.
• Delivery of all the above tasks in a time bound manner.
Eligibility:
• Master’s/ Master’s equivalent degree in public health / economics / psychology / social sciences/ public administration or equivalent
• 7+ years of work experience in Public Health Sector. Prior experience in Project Management is an asset. Preference will be given to candidates who have worked in NHM / RCH / RBSK at National or State level
• Computer proficiency with high level of familiarity with MS Office MS Word, Excel, Power Point & Web surfing to search relevant data & documents.
• Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English. Working knowledge of Hindi also desirable.
• Lead and build strong relationships with the Project Management Team effectively, plays mentoring role and shows conflict resolution skills.
• Demonstrated ability to work in a multi-disciplinary team environment.
• Demonstrated experience in operationalizing health program at National/State level.
• Willingness to travel to states & districts to provide technical assistance & ability to work on different assignments simultaneously to meet the timelines for assignments.
• Preference will be given to candidates who have worked in National Health Mission at National or State level.
• Formal educational qualification, experience and age could be relaxed when there is a published work of high quality or whenever there is work experience of specific relevance.
Age Limit: Upper Limit 60 years as on last date for receiving application and having sound health to undertake extensive field visits
Remuneration Range: Between Rs 90,000/- to 1,50,000/- per month.

Written test Condition:
If the recruitment process includes a written test, a minimum qualifying mark will be 70%. However, If the number of qualifying candidates is high, a ratio of 1:5 will be adopted for 1 vacancy top 5 candidates will be considered. In case 2 or more candidates qualify with the same marks, all such candidates will be considered.
