POSITION OBJECTIVE or JOB SUMMARY:
Water For People India Trust plans to hire a Project Officer – Darrang, Assam who will be responsible to implement “WASH in Public Institutions in Darrang, Assam Project”, supported by ITC Limited, under direct supervision of Program Support Manager.
ESSENTIAL JOB FUNCTIONS AND DUTIES:
1. Project Planning, Implementation & Coordination
• Lead the planning, implementation and monitoring of project activities in line with the approved Annual Implementation Plan, project objectives, budget and timelines.
• Develop and regularly review project action plans, implementation schedules and priorities to ensure timely delivery of outputs.
• Coordinate with the Water For People India State Team, field teams and implementing partners to ensure smooth and effective project implementation.
• Provide technical and administrative support to field teams and facilitate timely resolution of implementation challenges.
• Liaise with relevant government departments and external stakeholders to establish linkages and leverage available financial, technical and institutional resources for project implementation.
2. Field Monitoring & Reporting
• Lead regular field monitoring to track progress against planned activities, outputs and timelines.
• Guide field teams in documenting physical and qualitative progress and ensure timely compilation and submission of project reports.
• Prepare and review quantitative, qualitative, narrative and financial reports for donors, government stakeholders and internal reporting requirements.
• Identify implementation gaps and challenges through field monitoring and recommend appropriate corrective actions.
• Facilitate periodic project reviews to assess progress, identify bottlenecks and document lessons learned.
3. Monitoring, Evaluation, Research & Learning
• Develop and maintain the overall framework for project monitoring and evaluation (M&E), including appropriate indicators, tools and reporting formats.
• Guide the identification and refinement of key indicators for different project components and track progress against agreed targets.
• Support participatory impact assessments, process monitoring, outcome monitoring and other learning exercises.
• Identify relevant research questions and opportunities emerging from field-level interventions.
• Lead or support quantitative research and data analysis to generate evidence for program improvement and potential scale-up.
• Provide data-driven inputs for program design, adaptation and decision-making.
• Contribute to the review and revision of project log-frame matrices, results frameworks and indicators, as required.
• Document good practices, innovations, evidence and lessons learned for knowledge sharing and program development.
4. Behavior Change Communication & Capacity Building
• Plan, coordinate and monitor Behaviour Change Communication (BCC) activities in schools and communities.
• Coordinate with internal and external resource persons to design and deliver planned capacity-building and training programmes.
• Assess capacity-building needs of project staff, community mobilizers and other stakeholders and facilitate appropriate learning interventions.
• Mentor and support Project Supervisors, Community Mobilizers and other field staff in strengthening their technical knowledge, analytical thinking and problem-solving abilities.
• Promote approaches and practices aligned with Water For People India’s organisational goals, strategies and programme standards.
5. Stakeholder Engagement & Advocacy
• Build and maintain effective working relationships with government departments, schools, communities, implementing partners and other relevant stakeholders.
• Support advocacy, stakeholder engagement and evidence-building initiatives related to the project.
• Facilitate coordination between field teams and relevant government and institutional stakeholders to strengthen project ownership and sustainability.
• Identify opportunities for convergence with government schemes and programm and facilitate linkages for additional technical, financial and institutional support.
6. Data Management, Documentation & Knowledge Management
• Ensure timely collection, validation, analysis and use of project data for program monitoring and decision-making.
• Strengthen data management and documentation systems at field and project levels.
• Ensure systematic documentation of project processes, outcomes, case studies, success stories and lessons learned.
• Support the development of knowledge products, presentations and other communication materials based on project evidence.
7. Budget & Resource Management
• Monitor project expenditure against the approved budget and implementation plan in coordination with the relevant internal teams.
• Ensure project activities are planned and implemented within approved budgets and timelines.
• Identify resource requirements and support timely mobilization of financial, technical and human resources.
8. Any Other Responsibilities
• Undertake any other duties and responsibilities assigned by the Reporting Manager in support of project objectives and organizational priorities.
QUALIFICATIONS, KNOWLEDGE & SKILLS REQUIRED:
• Master’s degree from a recognized university in Social Sciences, Rural Development, Social Work, Public Health, Development Studies, or a related discipline required.
• At least 2 years of relevant experience in WASH, public health, rural development, community development, or related development programs required.
• Sound knowledge of government schemes, policies and guidelines related to Water, Sanitation, Hygiene (WASH) and Water Resource Management required.
• Experience in planning, implementing and monitoring development/WASH programs, including field-level coordination and stakeholder engagement required.
• Experience in developing WASH/public health training content and organizing and facilitating training and learning events required.
• Strong facilitation and training skills, with the ability to engage effectively with communities, schools, government institutions and other stakeholders required.
• Experience in capacity building and skill development, preferably in the WASH sector preferred.
• Strong analytical, problem-solving, planning and prioritization skills, with the ability to make sound decisions in challenging field environments required.
• Strong written and verbal communication skills, including the ability to prepare clear program reports and other project documentation required.
• Ability to build and maintain effective relationships with diverse stakeholders and work collaboratively within a culturally diverse team required.
• Demonstrated ability to manage multiple tasks, prioritize effectively, meet deadlines and deliver results with minimal supervision required.
• Strong documentation, data management and reporting skills required.
• Proficiency in Microsoft Office, including Word and Excel, and ability to work effectively in a Windows-based environment required.
• Demonstrated flexibility, adaptability and creative thinking, with a willingness to work in dynamic and challenging field environments required.
• Ability to lead and coordinate different groups within a project team, while influencing through collaboration and engagement rather than direct authority preferred.
• Fluency in Assamese and Hindi (speaking, reading and writing) required.
• Professional proficiency in English, including written and verbal communication required.

PHYSICAL REQUIREMENTS/WORKING CONDITIONS:
• This position will be based in Darrang, Assam and will work primarily in the field and communities within the project area.
• The position requires frequent field travel, approximately 70–80% of working time, including travel to schools, Anganwadi Centres, communities and other project locations.
• Ability and willingness to travel extensively within the project area and work in field settings is required.
• The position requires working with government officials, schools, communities, local institutions, implementing partners and other stakeholders in diverse field environments.
• Candidates must have legal authorization to work and reside in India. Proof of residency or work authorization may be requested during the recruitment process.
• A valid driving licence and willingness to travel independently for field visits are required.
