1.1	Lead Procurement Specialist	Essential Qualifications: Postgraduate Degree in Procurement, Supply Chain Management, Business Administration, Finance, Economics, Public Administration, Engineering or a related field. Preferred: Trained in procurement norms of the World Bank, IFAD, KfW, JICA, ADB. Candidates having Professional Diploma in Public Procurement (PDPP) or Certificate Program in Public Procurement (CPPP) will be preferred. Required Experiences: Minimum of 10 years of progressive experience in procurement or supply chain management, with demonstrated experience leading and supervising diverse teams. At least 5 years of experience on donor-funded projects (World Bank, IFAD, JICA, KfW, ADB, or similar). Demonstrated experience in procurement across multiple concurrent projects or sectors, ideally in rural development, natural resource management, watershed or livelihoods, infrastructure, or community-driven programmes. Strong understanding of donor procurement guidelines (e.g. World Bank Procurement Regulations, IFAD, JICA, and KfW guidelines), as well as GFR 2017, Meghalaya state procurement rules, e-procurement systems (GeM, state e-procurement portal, donor portals) and the Meghalaya Transparency in Public Procurement framework Demonstrated strong leadership skills, with the ability to work independently as well as collaboratively with diverse teams and stakeholders. 1.2	Manager/ Assistant Manager- Procurement	Essential Qualifications: Postgraduate Degree in Procurement, Supply Chain Management, Business Administration, Finance, Economics, Public Administration, Engineering or a related field. Preference will be given to candidates with certifications in Procurement and Supply Chain Management. Required Experiences: For Manager: Minimum 4 to 5 years of proven experience in procurement or supply chain management in projects, with exposure to international donor-funded projects (World Bank, IFAD, JICA, KfW, ADB, etc.) For Assistant Manager: Minimum 2 years of proven experience in procurement or supply chain management in projects. Preference will be given to candidates with exposure to international donor-funded projects (World Bank, IFAD, JICA, KfW, etc.) Skills & Attributes: Strong understanding of donor procurement guidelines and procedures. Proficiency in procurement planning, contract management, and e-procurement systems. Strong organizational and time management skills to handle multiple tasks and deadlines and attention to detail. Ability to work collaboratively with diverse teams and stakeholders. Proficiency in Office suite (in particular, Word, Excel and PowerPoint).
