B. Project Background
GIZ Country Office Delhi is the central element of GIZ’s field structure in India. It ensures consistent representation of the company and its successful positioning as a service provider for Indo-German Development Cooperation. The GIZ Country Office India provides human resources and administrative support services for technical cooperation programs and projects in India.
As outlined in our vision, we work to shape a future worth living around the world. To achieve this vision, Indo-German bilateral cooperation has been ongoing for over 60 years and currently works in the thematic areas of energy, environment and climate, urban development, skill development and several related areas. GIZ is implementing more than 50 projects on behalf of German Government clients with more than 20 Government of India Ministries and State Governments. The organization of all projects is currently structured in four thematic clusters.
Service Unit is comprising of a specialized pool of talent in procurement, logistics and finance servicing projects in procurement (under a designated threshold), logistics and finance.
GIZ is currently looking for Junior Procurement Specialist for the Service Unit, New Delhi.
C. Responsibilities
Procurement of goods and services for the Cluster/ programs/projects according to GIZ rules and regulations in close collaboration with the GIZ Country Office and up the defined threshold.
Informing projects and programmes on time about status of procurement and contracts.
Coordinating effectively with colleagues internally within GIZ Country Office.
Maintaining contract files in DMS (e-filing) in line with GIZ’s filing rules.
D. Core scope of tasks:
- Carries out all procedures for procurement of services/works (including initiation, evaluation, negotiation& award of contracts) as per defined threshold.
- Preparing and carrying out tendering as per GIZ guidelines.
- Responsible for complete contract management including contract amendments in collaboration with Clusters/ projects/programmes.
- Maintains all relevant contract documents and communication and e-filing into GIZ DMS.
- Prepares sponsorship agreements, financing agreements, local subsidies, etc. as per project
- requirements.
- Assists during internal/external audits with all relevant documentation.
- Undertakes further job training related to work responsibilities in consultations with Head of Procurement - Service Unit.
- Periodically review the process and improvise the same in accordance with latest guidelines.
- Actively coordinates with other colleagues in carrying out all laid down processes of Procurement department.
Other duties/additional tasks:
- Performs other/additional duties and tasks as decided by the line Manager.
- Responsible for record Management.
D. Required Qualifications, Experience and Competencies
- Bachelor’s degree preferably in commerce, in supply chain Mgt., in business administration/public administration, in international business, Economics or equivalent to any of these fields.
- Professional experience should be 3 to 6 years.
- Certification course in procurement law, supply chain, contract law, hospitality/ event management.
- Proficient computer skills, Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel).
- Excellent interpersonal and communication skills with a spirit of service orientation.
- Capacity to handle multiple demands with tight timelines.
