Water For People India Trust Water For People India Trust is a nonprofit organization dedicated to improving access to safe drinking water, sanitation, and hygiene (WASH) in underserved communities across India. Established in 2008, the organization focuses on sustainable, community-driven solutions, empowering local populations to manage and maintain their water resources. They have an established presence in Bihar, West Bengal, Maharashtra, Odisha, Jharkhand and Assam where they have been implementing comprehensive safe water, sanitation, and hygiene promotion (WASH) initiatives and impacted the lives of 2.6 million people so far.

Water For People India Trust is facilitating a behavior change project around Water, Sanitation and Hygiene with a special focus on gender in the three tea estates of Assam. There is a need to supplement behavior change with some technology and services to improve their access to sanitation facilities and practices around them.

Position Summary:
The Civil Engineer will support planning, execution, and supervision of construction and retrofitting works under WASH and Water Resources Management -WRM (eg. Pond/lake rejuvenation. Check dam construction, Roof top rain water harvesting, recharge trenches, recharge pits, design and implementation of handwash stations, grey water management systems, toilet construction /retrofitting etc.) infrastructure programs in West Bengal. The role involves assisting in DPR preparation, design and estimates of civil works, field-level construction supervision, quality control, vendor coordination, and documentation. The position is primarily field-based and requires close coordination with project teams, vendors, and community stakeholders to ensure timely, cost-effective, and quality implementation.
Duties and Responsibilities:

Detailed Project Report (DPR) Preparation:
• Conduct site visits to proposed project locations in West Bengal to assess technical feasibility.
• Assist in data collection, measurements, and preparation of detailed project reports (DPRs) under guidance.
• Coordinate with project multi-disciplinary teams and stakeholders to gather technical inputs and requirements.
• Support preparation of design, cost estimates, drawings, and BOQs while ensuring adherence to timelines and budget provisions.
• Incorporate need-based and context-appropriate technical solutions, with guidance from senior engineers.

Field Construction & Site Supervision:
• Support supervision and monitoring of construction and retrofitting activities at project sites across West Bengal.
• Ensure work is carried out as per approved DPRs, drawings, specifications, and quality standards.
• Assist in implementing quality control checks and maintaining site records, measurements, and photographs.
• Identify and report technical issues or deviations and support timely resolution under supervision.
• Coordinate with line departments and policy advocacy with Block, District and State level for scaling -up of successful models from the project learnings.

Billing & Vendor Coordination:
• Assist in verification of vendor bills and invoices based on actual work executed, measurements, and approved estimates.
• Support documentation related to deviations in scope, quantity, or design, as per organizational procedures.
• Coordinate with vendors and contractors to clarify measurements, billing details, and timelines.
• Maintain basic records related to vendor performance, work progress, and payments.
• Support preparation of success stories of the project with data and information.

Construction / Retrofitting Support:
• Support smooth execution of construction and retrofitting works under CSR or partner-supported initiatives.
• Coordinate with internal project teams and local stakeholders to ensure uninterrupted site progress.
• WRM structures such as Pond/lake rejuvenation, Happa model ponds, Ridge and Furrow model designing, Check dam construction, Roof top rain water harvesting, recharge trenches, recharge pits, design and implementation of handwash stations, grey water management systems, toilet construction /retrofitting etc
• Follow applicable technical guidelines, safety norms, and best practices relevant to project implementation.

Program & Community Coordination:
• Assist program teams in engaging with communities for mobilization and documentation of community contributions (cash or kind).
• Support collection and maintenance of data related to construction costs, community contributions, and project outputs.
• Assist in technical assessments and appraisals for expansion of water, sanitation, or infrastructure programs in West Bengal.

Documentation & Reporting:
• Prepare and submit field visit reports, site progress updates, and basic technical documentation.
• Maintain site-level records including measurement books, drawings, photographs, and completion reports.
• Clean, validate, and analyze site and program data using Excel (tracking sheets, progress dashboards, and summaries).
• Support technical inputs, data analysis, and reporting for program reports, donor documentation, and internal reviews.

Other Responsibilities:
• Carry out any other tasks related to engineering support and field implementation as assigned by the Line Manager

Prerequisites for the position :

Educational Qualification:
• Bachelor’s degree in civil engineering from a recognized institution.
• Knowledge of basic construction standards, quality control practices, and estimation is required.

Experience:
• 1–2 years of experience in civil construction, infrastructure projects, or field-based engineering roles.
• Exposure to rural or semi-urban construction projects, WASH infrastructure, or CSR/NGO projects will be an advantage.
• Experience working in West Bengal or familiarity with local conditions, contractors, and materials is preferred.

Skills & Competencies:
• Basic understanding of DPR preparation, estimation, and site supervision.
• Willingness to travel extensively within West Bengal and work in field conditions.
• Good coordination and communication skills with vendors, communities, and project teams.
• Ability to document site activities and maintain technical records.
• Proactive, detail-oriented, and eager to learn under guidance.
• Ability to meet deadlines and work under pressure.
• Knowledge of GIS and data analysis

Language Requirements:

• Proficiency in Bengali and English(speaking, reading & writing) for local coordination.
• Knowledge of Hindi will be an added advantage.
