About WaterAid India:
Jal Seva Charitable Foundation (JSCF) is registered in India as a not-for-profit company under Chapter 8 of the Companies Act, 2013. JSCF, is an associate member of the WaterAid federation and uses the brand name ‘WaterAid’ in India.

WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Lucknow, Patna and Raipur. We currently have a presence in ten states in the country.
WAI’s Programme focus in the next five years is on ensuring access to safe and assured drinking water in the households, as well as safely managed sanitation at both the household and habitation level. Further, we seek to ensure that anganwadi’s, schools and health care facilities have adequate and appropriate water, sanitation and hygiene infrastructure. Finally, we seek to create integrated water and sanitation solutions in small towns. In all of these efforts, ensuring climate resilience of infrastructure and systems is critical. We seek to do this through demonstration and the provision of technical and knowledge support to governments at all levels who can facilitate adoption on scale. Objective of the Assignment:
Overall Objective: To strengthen the capacity of VWSCs, Gram Panchayats, and community leaders to effectively plan, manage, operate, and sustain WASH services through structured, participatory, and context-specific training.
Specific Objectives:
- Enhancing understanding of roles, responsibilities, and governance mechanisms of VWSCs and GPs in WASH
- Strengthen capacities related to water supply management, O&M, water quality, sanitation, hygiene, and liquid waste management
- Promote community ownership, inclusive leadership, and gender-responsive WASH governance
- Build skills in planning, financial management, monitoring, and grievance redressal related to WASH services
Role & Responsibilities:
Training Design and Preparation
- Review programme documents, WASH guidelines, and governance frameworks
- Develop or adapt training modules and session plans for VWSCs, GPs, and community leaders
- Ensure content is participatory, inclusive, and context-specific
- Preparing training materials including presentations, handouts, and tools
Training Delivery
- Conduct training workshops and field-level sessions
- Facilitate sessions on governance, O&M, water quality, sanitation, hygiene, liquid waste management, financial management, and accountability
- Use participatory methodologies such as group work and practical demonstrations
Post-Training Support and Documentation
- Provide handholding support as required
- Conduct pre- and post-training assessments
- Document training outcomes and learning

Qualifications and Experience:
Education:
Postgraduate qualification in Social Sciences, Rural Development, Public Health, Environmental Engineering, or related fields
Experience:
- 7–10 years of experience in WASH or community governance
- Proven training and facilitation experience with PRIs and community institutions
- Strong understanding of rural WASH systems and decentralized governance
- Excellent communication and documentation skills
