CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
Over the past few years, UN ORGANISATION’s evidence function in India has grown substantially in response to a stronger focus on evidence-based programme planning and implementation, and increased expectations from Government and other partners, who look to UN ORGANISATION as the knowledge leader on issues related to children. This has translated into an increase in number of evaluations, studies and research, as well as a diversification of types of research and evaluation approaches and designs. Additionally, UN ORGANISATION is investing significantly in the areas of external dissemination/communication of evidence products, internal and external capacity building.
In line with UN ORGANISATION India’s commitment to further strengthen the quality assurance processes and quality management of all its evidence and data generation, the Country Office requires additional support in the form of a Research & Evaluation consultant. In particular, there is a need for a specialized expert in the field of impact evaluation.
