CONTENT OF TERMS OF REFERENCE(TOR)
1. Background:
Despite progress, child marriage, teenage pregnancy and gender-based violence remain major concerns in West Bengal. NFHS-5 (2019–20) shows that 41.6% of women aged 20–24 was married before 18, 16.4% teenage pregnancy and 9.7% of young women faced sexual violence by age 18, highlighting the need to strengthen gender equality, empower adolescent girls, involve boys and men, and build supportive family and community systems.
The UN ORGANISATION’s India Country Programme (2023–2027) identifies Adolescent Development and Empowerment (ADE) and Ending Child Marriage (ECM) as key priorities, placing this agenda as a Programme beam for effecting multi-sectoral convergence for holistic investments in adolescents’ well-being, decision-making abilities, life and vocational skills and participation in community action for gender equality and protection. Emerging areas of mental health and psychosocial wellbeing, climate and environmental action are also being brought under the ambit.
