Job Summary:
The Senior Technical Officer will be accountable for all the civil works of the project that aims to transform Chakrayapeta Block in YSR Kadapa District, Andhra Pradesh, from a chronically water-stressed region into a water-secured climate resilient block. The STO will supervise civil works related to integrated water resource management, groundwater recharge and rainwater harvesting. She/he will be responsible for preparing technical design and drawings in alignment with project specifications, and oversee the implementation of hardware components to ensure timely and standards-compliant execution. The Officer will also monitor and enforce quality control processes across project sites, ensuring adherence to technical and safety standards, while providing onsite technical guidance and troubleshooting support to address implementation challenges and ensure effective project delivery.
Roles & Responsibilities
Senior Technical Officer (STO)
1. Technical Design & Planning
Lead technical planning for:
• Desilting and capacity enhancement of ponds/tanks, including bund strengthening and hydraulic structures (inlet, outlet, silt traps).
• Feeder channel rehabilitation to ensure efficient water conveyance.
• Design of check dams, spillways, weirs, and percolation ponds based on catchment characteristics.
• Sluice repair and new sluice design ensuring proper flow regulation.
• Rainwater harvesting (RWH) systems for public institutions (rooftop + storage/recharge).
• Recharge structures such as soak pits, recharge pits, and recharge through defunct borewells/open wells.
2. Hydrogeological & Watershed Planning
• Guide watershed-based planning integrating surface and groundwater systems.
• Approve site selection for recharge structures and water bodies based on soil, aquifer, and runoff patterns.
• Ensure optimal placement of structures for maximum groundwater recharge and storage efficiency.
3. Project Oversight & Execution Management
• Review and approve DPRs, drawings, estimates, and BOQs.
• Supervise implementation progress across all interventions.
• Ensure proper sequencing (e.g., feeder channel cleaning before tank filling structures).
4. Quality Assurance & Technical Compliance
• Ensure structural integrity and adherence to engineering standards for all works.
• Approve materials, construction methods, and safety protocols.
• Conduct periodic technical audits of field works.
5. Stakeholder & Institutional Coordination
• Coordinate with government departments, local bodies, and institutional partners (schools, ?????? (panchayat), etc.).
• Provide technical guidance during approvals and review meetings.
6. Capacity Building & Supervision
• Mentor Junior Technical Officers and field teams.
• Conduct training on construction standards, RWH systems, and recharge techniques.
7. Monitoring, Evaluation & Reporting
• Track impact indicators such as:
1. Increase in water storage capacity
2. Groundwater level improvement
3. Functionality of recharge systems
• Review technical reports and provide corrective recommendations.
Educational & Professional Requirements:
• The candidate should possess a Diploma in Civil Engineering from a reputed board/university with a minimum of 3 years of work experience in the development sector (NGOs) – preferably in the WASH sector
• Candidate should have a good knowledge of operating MS-Office package. Knowledge of AutoCAD is mandatory.
• Understanding of water and sanitation themes and issues is desirable and must have strong interest to work in the Social Sector.

• Possess valid Driving License and own personal Two-wheeler (Mandatory Requirement).
