For Engaging Technical Support Agency / Expert for Strengthening Community Institutions
1. Background
Vijayavahini Charitable Foundation (VCF), supported by Tata Trusts, is implementing a Climate Resilient Livelihoods Project in Kumaram Bheem Asifabad district, Telangana. The project aims to enhance livelihoods of 5,000 households through agriculture, allied sectors, and institutional strengthening.
The baseline study indicates both a need and significant scope for strengthening community institutions, improving collective marketing, and enhancing institutional capacity particularly among Farmer Producer Organizations (FPOs) and fisheries cooperatives.
To address these gaps, VCF intends to engage a competent agency/expert to provide technical support for strengthening key community institutions.
2. Objective of the Assignment
The primary objective is to strengthen the governance, operational capacity, and sustainability of community institutions, enabling them to effectively support livelihoods, value chain development, and collective action.
3. Scope of Work
The selected agency/expert will provide technical support to the following institutions:
- Dhanalakshmi FPO (Rebbena)
- Fisheries Cooperative Society – Ada
- Village Level Committees
Key Responsibilities:
A. Institutional Assessment
Conduct detailed assessment of:
- Governance systems
- Membership engagement
- Financial health
- Business operations
- Identify gaps and prepare institution-specific strengthening plans
B. Capacity Building & Training
Train Board of Directors (BoD), staff, and members on:
- Roles & responsibilities
- Governance and compliance
- Business planning
- Financial management
- Develop training modules and tools
C. Business & Value Chain Strengthening Support development of:
- Business plans for FPO and fisheries
- Aggregation and marketing strategies
- Input/output linkages
- Strengthen value chains (cotton, pulses, fisheries, etc.)
