About the Organization: Child in Need Institute (CINI) is a 52-year-old Indian non-government organisation (NGO) that has adopted a human rights-based approach (HRBA) to programming with children and adolescents to turn their rights into practice. It was founded in 1974 by Dr. Samir Chaudhuri, a paediatrician, along with a multidisciplinary team of professionals. It started its journey from villages around Kolkata as a clinic for malnourished under-5 children. Over nearly five decades, CINI has engaged in participatory, convergent and preventive rights-based programming for children in the areas of health, nutrition, education, and child protection. Today, we reach out to an over 10 million rural and urban population across 6 states in India through both direct intervention and technical assistance support. CINI also contributes to various networks functional at the global, regional, national and state levels.
Background: Since 1989, CINI has been working extensively to secure rights for Children in Street Situations. CINI has been working dedicatedly with the mission of ensuring that children and adolescents achieve their rights to health, nutrition, education, protection, and participation by fostering responsiveness among duty-bearers and communities towards their well-being.
Since 2015 CINI has collaborated with CSC (then StreetInvest, which merged with CSC in 2022) to develop and share rights-based and child-centred approaches to children in street situations, leveraging CSC’s global network and influence to elevate CINI’s transformative work with children in street situations.
CSC and CINI are implementing a city-wide response to make street-connected children (SCC) in Kolkata safer, with better access to essential services and sense of belonging in their community. We aim to do this by –
- Transforming children’s experience of the street now
- Empowering street- connected children to demand their rights
- Compelling duty bearers to meet their obligations to street children in the long term
The main objective of this documentation is to:
- To influence practice by generating and sharing learning about the programme approach so that stakeholders including NGOs, government agencies, practitioners, young people and advocates are better equipped to apply the same approach
- To influence policy and systems by using evidence from the Kolkata programme to advocate for changes that ensure street children’s rights are recognised, protected, and upheld.
Scope of Work
This Scope of Work (SOW) outlines the tasks, deliverables, and responsibilities required for the Process Documentation assignments. There is one end product need to be delivered by the successful consultant/agency – I. Process Documentation in Report format
Report:
- Develop a detailed written document analysing and articulating the core elements that have contributed to the effectiveness of the model
- Conducting Focus Group Discussions (FGDs) and consultations with key stakeholders, including street-connected children, Street Champions, programme implementers, and other relevant actors
- The documentation will explore the motivations and experiences of stakeholders involved, providing deeper insights into participation and ownership within the programme.
Task:
- Conduct an initial assessment and planning in consultation with Project team.
- Develop and implement Focus Group Discussions with key stakeholders to understand their perspective and insight for the programme
- Developing Focus Group Discussion guideline for Children to capture their lived experience
- Review and validate the documentation with subject matter experts and key stakeholders.
- Finalize and deliver the documentation in a user-friendly format.
- Facilitating consultation with the civil society and duty bearers on the good practices and creating recommendations.
Deliverable:
- Comprehensive Report document in English (in Word and PDF formats).
- All Information and Raw data collected from the field during the process
- Both products must be delivered within 60 days from the date of contract award.
Ownership and Intellectual Property Rights
All raw Data, Case Study & Photos and any other materials produced under this contract shall remain the exclusive property of Child in Need Institute (CINI). (the Agency) shall hand over all final outputs (including editable project files and raw data) to CINI as per schedule stated above. The Agency shall not use, reproduce, distribute, or share any part of the materials produced under this assignment with any third party, in full or in part, without the prior written consent of CINI. CINI shall have full rights to use the final products for dissemination, training, advocacy, communication, publication, and any other purposes deemed necessary
Proposal Requirement

Responses to this RFQ must include the following information:
- CV indicating relevant experience and academic background.
- For individual, all legal documents including Pan Card, Aadhaar Card, Bank Details, last 3 years IT file, three previous work order on related work
- For institution/company, all legal documents including GST certificate (if any), Bank details, Registration Certificate, last 3 years IT file, three previous work order on related work, audit report of last three years
- Brief outline of the Approach and Methodology to providing the services noted above indicating major factors/issues to be considered and how they will be addressed
- Financial proposal shall be submitted separately and include all costs necessary for carrying out service
- Proposed work schedule/timeline including number of days required (max. 60 days)
- Three (3) references/ testimonies and experience of similar work delivery
