CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
As per 5th round of National Family & Health Survey, 22% children under 5 years are wasted and 9.1 % children are severely wasted in Jharkhand. Acutely malnourished children are at greater risk of morbidity and mortality. Jharkhand established 101 Malnutrition Treatment Centers for facility-based management of children with SAM. Government of Jharkhand is also implementing the community-based management of acute malnutrition (CMAM), i.e., Strategic Action for alleviation of Acute Malnutrition and Anemia Reduction (SAAMAR) program. The program has been gaining momentum and scaled up in 12 new districts covering all 24 districts of the state in 2025. While the initial 12 districts had implemented the CMAM program prior to 2025, the newly included districts will require technical support to ensure consistent and high?quality implementation. Improving coverage, adherence to protocol and ensuring quality of services under the program is critical for achieving desired program outcome. Recent program reviews and supportive supervision in the field have highlighted important opportunities to strengthen enrolment, follow?up, service quality, and recovery outcomes. As this is a convergent program jointly implemented by DWCD and NHM, there is an opportunity to further strengthen inter?departmental coordination to ensure effective and seamless rollout at state and district level. State Centre of Excellence for Management of Severe Acute Malnutrition (SCoE-SAM) at Rajendra Institute of Medical Sciences, Ranchi, established in October 2019, continues to provide technical support to government for strengthening management of children with SAM. However, there is a need to strengthen the capacity of SCOE in delivering required technical assistance to the state and different districts. For long?term and broader technical assistance, ensuring the sustainability of the SCoE is essential, particularly through strengthened stakeholder engagement and the mobilization of resources. UN ORGANISATION is collaborating with the government departments, the SCoE?SAM at RIMS and other stakeholder to comprehensively strengthen the program implementation.
