CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
Assam has achieved remarkable progress in expanding access to education, with the UDISE 2024-25 indicating a near?universal enrolment rate of 94.9% among children aged 6–10. This accomplishment demonstrates the State’s sustained commitment to educational inclusion and ensures that almost all children in the preparatory stage (Grades 3–5) are physically present in school. However, this success in access has not translated into meaningful learning outcomes. Evidence from both ASER 2024 and the PARAKH Rashtriya Sarvekshan 2024 reveals a stark misalignment between universal schooling and universal foundational learning. The majority of students, despite attending school, are not acquiring the essential literacy and numeracy competencies required for academic progression.
A critical point of concern arises at the transition from the foundational to the preparatory stage an academic juncture where children are expected to move from “learning to read” toward “reading to learn.” Yet only 18.2% of Grade 3 students in Assam are able to read a Grade 2?level text. While some improvement is noted by Grade 5, the pace of learning remains inadequate. These early deficits create cumulative barriers, leaving many children unable to engage effectively with grade?level content. Such gaps significantly heighten the risk of dropout or silent disengagement in the later years of schooling.
