CONTENT OF TERMS OF REFERENCE (TOR)
 
1.                Background:
 
Assam has made significant strides in expanding access to early childhood care and education (ECCE) and school education, supported by near?universal enrolment at the primary stage and a widespread network of Anganwadi Centres and government primary schools. This progress reflects the State’s strong commitment to the principle of education for all. However, access to education remains uneven, and participation and retention continue to pose persistent challenges.
 
At the early childhood stage, Anganwadi Centres serve as the first point of contact with the education system for many young children, including those with disabilities. While the Anganwadi network in Assam has wide geographic coverage, the inclusion of children with disabilities in ECCE services remains constrained by limited early identification, insufficient preparation of Anganwadi workers to support diverse learning needs, and gaps in coordination between the health, ICDS, and education systems. As a result, many children with disabilities either enter the schooling system late or begin primary education without the foundational readiness.
