CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
Investing in foundational learning, especially Early Childhood Education (ECE), is widely recognized as one of the most effective strategies for boosting national economic growth, promoting peaceful and sustainable societies, and reducing extreme poverty and inequality. The early years of a child’s life are marked by rapid and unparalleled brain development, with nearly 80–90 percent of brain growth occurring by the age of six. Research indicates that this period serves as a critical window for building the foundations of language development, higher-order cognitive functions, and sensory pathways.
During these formative years, the groundwork for lifelong learning is established. Evidence shows that school readiness at age 5+ is strongly linked to improved learning outcomes in the early primary grades, especially in language and mathematics (IECEI Study, 2017). Children who begin their education at a disadvantage often continue to lag behind their peers throughout their schooling. This makes the preschool years and early primary grades essential for shaping future learning trajectories.
