1. Introduction
The People’s Rural Education Movement (PREM) is a secular, humanitarian, non-political and non-governmental organization working for the development of Adivasi (indigenous), Dalit, Fisher folk and other marginalized communities of Odisha and other states of India. PREM has been working in Odisha for more than four decades. PREM stands as a beacon of hope for marginalized communities across Odisha and its adjoining regions. Founded on principles of compassion, equity, and social justice, PREM has consistently worked towards uplifting those who often find themselves on the fringes of society.
PREM Berhampur, Odisha, cordially invites qualified vendors to submit quotations for the printing of the IEC Materials (Posters, Registers and Cards) as per the specification provided in the Scope of Work.
Objective: The purpose of this assignment is to print IEC Materials for PREM
2. Scope of Work
The selected vendor will be responsible for providing and printing of the following items for which PREM will share the pdf files of the documents (to the selected vendor only):

Selected vendor will share sample copy (both in soft & hard copy) of each material with PREM Procurement Unit for review and Quality assurance prior to processing for bulk print.
Actual required quantity will be confirmed by PREM through the Work order.
3. Eligibility Criteria of the Vendor:
- The vendor must be Registered in Odisha and have a valid GST Registration Certificate.
- The vendor must have prior experience in the printing industry with specific experience on printing of training materials and supply of toolkits, including sorting and packaging.
- Ability to deliver the required quantities within the timeline.
- The vendor must have adequate number of experienced personnel to ensure quality, sorting and packaging
4. Quality Standards & Assurance
All printed materials must comply with relevant ISO standards and with the PREM’s approved sample for each of the materials.
5. Sorting & Packaging of the Materials:
The selected vendor has to ensure sorting and proper packaging of the Printed materials before delivery.
6. Timeline for Delivery of printed materials and toolkits:
15 Days following the receipt of the Work order from PREM.
7. Place of Delivery:
Following sorting & packaging, all the printed materials have to be delivered in the following address.

8. Shortage, Errors or Damage in Printing, Sorting and Packaging:
In case of any shortage, error or damages of the materials found in printing, sorting and packaging, the selected vendor has to provide the required additional quantity and/or replacement at no extra charges.
9. Quotation Requirements
Vendors are required to provide detailed quotations including:
9.1. Itemized pricing for each component of the materials (Through the attached Template in Only)
9.2. Any prior work order and photos for printing and packaging of the materials and activity materials
9.3 GST & PAN Card: Vendors must provide their GST registration details and PAN Card along with the Quote.
10. Validity of the quotation
The quoted price for the above assignment must be valid for Thirty (30) days from the submission date for this RFQ.
The quotation must be sealed and signed by the bidding company's relevant authority and mail in the PDF format.
Additional Considerations:
- PREM Berhampur reserves the right to request clarifications or additional information from vendors during the evaluation process.
- Site visits to vendor facilities may be conducted as part of the evaluation process and quality assurance.
- The lowest-priced quotation may not necessarily be selected if other factors significantly outweigh the price consideration.
11. Payment Terms and Conditions
PREM payment terms are net 15 days upon receipt of Original invoice, Delivery challan and acceptance of the materials as mentioned in this RFQ.
12. Due Diligence and Monitoring
PREM reserves the right to conduct due diligence on any bidder, supplier, contractor, or consultant at any time during the procurement process and contract execution.
16. Submission Instructions
Please submit your quotation via email to procurement.prem@gmail.com “RFQ NO/RFQ/2026/004– "Printing of IEC Material for PREM-Berhampur" by 13th May 2026, 18:00 Hrs.
Quotations that do not contain the correct email subject line or submission of Quote post to the above timelines may be overlooked by the procurement officer and therefore not considered. Any quotation submitted will be regarded as an offer by the bidder and does not constitute or imply the acceptance of any quotation by PREM. PREM is under no obligation to award a contract to any bidder as a result of this RFQ.
PREM Berhampur, Odisha reserves the right to accept or reject any quotation, and to annul the bidding process and reject all quotations at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders or any obligation to inform the affected bidder or bidders of the grounds for PREM's action.
